1.   CALL TO ORDER:
 
Vice-Chairman Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, February 12, 2014 at 7:03 p.m.
 
COMMISSIONERS PRESENT:
 
Mark Grigg, Vice-Chair, Duane White, Kevin Geary, Cody Bill, Ron Lewis, and Candy Palmer (left at 8:00 p.m.)
 
COMMISSIONERS ABSENTGeorge Brown, Chairman, Art Dobley, and Robert Miner

MOTION by D. White SECOND by M. Grigg to approve the minutes of January 8, 2014 as submitted.  MOTION CARRIED

5.    OLD BUSINESS:    
 
A.  #14-004 (Stone Wall) Application of Robert Deledda, P.O. Box 243, N. Stonington, CT  06359 for the construction of approximately 25 ft. of natural stone wall at water edge on property located at Lakeside Dr., North Stonington, CT  06359 in an R-80 Zone.  Tax Map #45, Parcel #1451
 
Mr. Robert Deledda was present for this continued application.
 
MOTION by D. White, SECOND by C. Bill to approve application #14-004 with the stipulation that construction occur in periods of draw down when there is no water in way of construction.  MOTION CARRIED UNANIMOUSLY.
 
B.  #14-007 (Stone Wall) Application of Wesley A. Lamphere, 1 Lakeside Dr., N. Stonington, CT  06359 for the construction of approximately 100’ of stone wall along water edge to prevent further erosion in an R-80 Zone.  Tax Map #45, Parcel #2664
 
Mr. Wesley Lamphere was present for this continued application.
 
MOTION by D. White, SECOND by C. Palmer to approve application #14-007 with the stipulations that construction occur in periods of draw down where there is no water in way of construction.  The sketch of proposed construction must be submitted prior to the start of construction.  Sketch expected to be same/similar to application #14-004 and show extent on plan view.  MOTION CARRIED UNANIMOUSLY.
 
C.  #14-008 (Stone Wall) Application of Emma Dugas, 45 Lakeside Dr., N. Stonington, CT  06359 for the construction of approximately 52’ of stone wall along water edge to prevent further erosion in an R-80 Zone.  Tax Map #45, Parcel #2611
 
Mr. Kyle Dugas was present for this continued application.
 
MOTION by D. White, SECOND by C. Palmer to approve application #14-008 with the stipulations that construction occur in periods of draw down where there is no water in way of construction.  The sketch of proposed construction must be submitted prior to the start of construction.  Sketch expected to be same/similar to application #14-004 and show extent on plan view.  MOTION CARRIED UNANIMOUSLY.
 
D.  #14-006 (Subdivision) Application of Gayle Chappell, 100D Jeremy Hill Rd., N. Stonington, CT  06359 for a 4-lot subdivision of land on property located at 75 Rocky Hollow Rd., N. Stonington, CT  06359 in an R-40 Zone.  Tax Map #116, Parcel #2595
 
Mr. Scot Deledda, Engineer, and Mr. John Comeau, Surveyor were present for this continued application.
 
Mr. Deledda gave a brief overview of the plan.
 
MOTION by D. White, SECOND by C. Palmer to approve application SUB #14-006 with the stipulation that additional Erosion & Sediment Control measures be added along the wetland side of driveway for Lot #2, nearer the road to existing Erosion & Sediment Control now on plans.  MOTION CARRIED UNANIMOUSLY.
 
6.   NEW BUSINESS:       
 
A  #14-010 (Bridge) Application of the Town of North Stonington, c/o Nicholas H. Mullane, II, 40 Main St., N. Stonington, CT  06359 for the replacement of the 2-span bridge #04774 carrying Boombridge Rd. over the Pawcatuck River with a single span bridge.  Includes roadway approach work & center pier to be removed.
 
Nicholas Mullane, 1st Selectman was present for this application and gave an overview of the proposal.
 
The Commission discussed and stated they have no jurisdiction on this application.
 
B. #14-013 (Barn) Application of Shawn Michael Ward, 79 Pinewoods Rd., N.  Stonington, CT   06359 to construct a barn on property located on  Pinewoods Rd. in an R-80 Zone.  Tax Map #90, Parcel #6665
 
The applicant was not present.
 
WEO Berardi stated there are wetlands that run thru the property which need to be flagged on the plan.  The applicant will be notified to be present at the Commission’s March 12th meeting.
 
7.  WORKSHOP:
 
Property at 184 Wintechog Hill Rd. working in a regulated area
 
Mr. Micah Johnson came before the Commission to explain that he was constructing a barn and the material that was cleared from the site was deposited in the regulated area.  Mr. Johnson stated he is done clearing and it was all organic material. 
 
The Commission instructed Mr. Johnson to not add any more material to the pile and just leave the debris there to rot.
