CALL TO ORDER:
Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, December 10, 2014 at 7:00 p.m.
COMMISSIONERS PRESENT:
Duane White, Candy Palmer, Kevin Geary, Cody Bill and Ron Lewis
COMMISSIONERS ABSENT:
George Brown, Chairman, Mark Grigg, Vice-Chair, Art Dobley, and Robert Miner

Wetlands Enforcement Officer, Wayne Berardi (arrived at 7:03 p.m.) and Cheryl Konsavitch, Administrative Assistant

MOTION by C. Palmer SECOND by K. Geary to approve the minutes of November 12, 2014 as submitted. MOTION CARRIED UNANIMOUSLY

OLD BUSINESS:
#14-081 Application of Patricia & Eugene McClure, 27 Park
Ave., Waterford, CT 06385 to construct a driveway on property located at 300 Providence-New London Trpk., N. Stonington, CT 06359 in an R-60 Zone. Tax Map #117, Parcel #9903
Mr. Don Gerwick, of Gerwick & Mereen Land Surveyors & Civil Engineers was present for this continued application.
The Commission did individual site-walks of the property and found no issues with the proposal.
MOTION by R. Lewis, SECOND by C. Palmer to approve application #14-081 as submitted with the condition to have soil and erosion control
in place prior to construction and to contact the Wetlands Enforcement Officer prior to construction. MOTION CARRIED UNANIMOUSLY

NEW BUSINESS:
#14-088
Application of Joseph R. Theroux, P.O. Box 32, Voluntown, CT 06384 for a selective timber harvest/forest land conversion to shaded pasture with 2 temporary bridged/corduroyed stream
crossings on property owned by John Senning/Wintechog Hill Farms, LLC, c/o Van Brown on property located at 118/135 Wintechog Hill Rd., N. Stonington, CT 06359 in an R-80 Zone. Tax Map #93, Parcel #9490/2153
Mr. Joseph Theroux, Certified Forester/Soil Scientist was present for this application. Mr. Van & Dugan Brown were also
present.
WEO Wayne Berardi stated he asked Mr. Theroux to come before the Commission to go over the proposed activity because it
was a large timber harvest.
Mr. Theroux stated they were going to do a selective timber harvest and forestland conversion to shaded pasture to occur
during the winter months. Mr. Theroux stated that upon completion of the project, 118 Wintechog Hill Road there will be one field/shaded pasture area of approximately 30 acres and on 135 Wintechog Hill Road there will be one field/shaded pasture area of approximately
47 acres. Timing of the operation is planned for optimum ground conditions, (dry/frozen), to reduce the chances of sedimentation/erosion.
Mr. Theroux went over the harvesting equipment to be used, timber harvest BMP’s, wetland area, stream crossings, erosion
and sedimentation control measures, post-harvest phase and aesthetics
