DRAFT MINUTES
 
1.   CALL TO ORDER:
 
Chairman George Brown called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, August 14, 2013 at 7:00 p.m.
 
COMMISSIONERS PRESENT:
 
George Brown, Chairman, Mark Grigg, Vice-Chair, Kevin Geary, Ron Lewis (arrived at 7:07 p.m.), Candy Palmer, Cody Bill, and Robert Miner (arrived at 8:25 p.m.
 
COMMISSIONERS ABSENTArt Dobley and Duane White

2.   ADDITIONS TO THE AGENDA
 
MOTION by M. Grigg, SECOND by K. Geary to amend the agenda to add Item D under Workshop and application #13-056 under New Business.  MOTION CARRIED UNANIMOUSLY.
 
3.   MINUTES:
 
Review minutes of regular meeting of 3/13/13 and 6/12/13
 
MOTION by M. Grigg, SECOND by C. Palmer to approve the minutes of March 13, 2013 and June 12, 2013 as submitted.
 
4.   PUBLIC COMMENT:
 
ICONS representative discussed Quarterly Town publication newsletter
 
Mike Ergo came before the Commission to update them on the quarterly newsletter and stated they would like an article from the different Boards and Commissions.  The article should be 200 words or less and needs to be in by August 28th.  WEO Berardi offered to write the first article.
 
5.   WORKSHOP:
 
A.  Helen Lauterio, 73B Ledgen Wood Rd. to discuss removing leaves in Billings Lake
 
Mrs. Lauterio was not present. 
 
B.  Mary Ann Ricker to discuss a Water System for the Community Garden
 
Mary Ann Ricker and Scott Deledda stated they are investigating drawing water from the Lewis Pond on the Hewitt property with a gasoline powered pump.  They would use approximately 250 gallons a day if all the gardens were planted.
 
The Commission suggested they use the well on the property, but they stated that was not an option.  Nita Kincaid of the Hewitt Committee stated that there is oil, lead paint, and asbestos in the area of the well.
 
The Commission stated that a wetlands permit would not be needed to draw water from the pond and that it would cause minimal impact to the pond.
 
C.  Nicholas Mullane, 1st Selectman discussed removing rocks from the Village Green stream.
 
Mr. Mullane stated that there is an irregular path in the stream on the discharge side causes by loose stones and there are loose stones on the bed that they would like to pick up.  The Commission stated this proposal would fall under stream maintenance.
 
D.  Frank Fox of the Groton Sportsman’s Club came before the Commission to discuss clearing 20 to 25 feet of brush and trees in the wetlands which would disturb approximately 300 to 500 yards of wetlands. 
 
The Commission stated that this is selective clearing and a permitted use.  WEO will take a look and the site and also do a final inspection.
 
6.    OLD BUSINESSNone 
 
7.   NEW BUSINESS:       
 
A.  #13-050 (Single-Family Residence) Application of Brian J. Stafford, 224 Denison Hill Rd., North Stonington, CT  06359 for a proposed single-family residence with on-site septic, well & related site improvements on property located at Denison Hill Rd., North Stonington, CT  06359 in an R-80 Zone.  Tax Map #73, Parcel #1773
 
Mr. Scott Deledda, Engineer, and Brian Stafford were present for this application.
 
Mr. Deledda went over the site plan with the Commission for the single-family residence and the Commission scheduled a site walk of the property for September 8th at 9:00 a.m.
 
The applicant will return for the Commission’s September 11th meeting.
 
B.  #13-051 Application of Spectra Energy, c/o Tom Panico, 890 Winter St., Suite 300, Waltham, MA  02451 to install 2,100 linear ft. of anode bed to provide cathodic protection to existing E-3 natural gas pipeline.  Work will involve 2,100 linear feet of 2’ wide x 5’ deep trench, install linear anode, backfill & restore to preconstruction condition.  Includes up to 4,858 sq. ft. of temporary wetland disturbance on property located at 1 Clubhouse Dr., North Stonington, CT  06359 owned by the Mashantucket Pequot Tribal Nation in an R-80 Zone.  Tax Map #21/67/84, Parcel #58/2376/6606
 
Mr. Carl Smith was present for this application and went over the proposal for the gas pipeline with the Commission.
 
The applicant will return for the Commission’s September 11th meeting.
 
C.  #13-052 (Addition & Garage) Application of Bruce Greene, P.O. Box 215, North Stonington, CT  06359 for a proposed detached 2-car garage and an addition to the NW side of the house on property located at 421E Wyassup Rd., North Stonington, CT  06359 in an R-80/SUOA.  Tax Map #70, Parcel #2002
 
Mr. Bruce Greene was present for this application and went over his proposal for the garage and addition.  The Commission scheduled a site walk of the property for September 8th at 9:30 a.m.
 
D.   #13-056 (Overflow Parking) Application of Stano Trombino, 26 Main St., Ashaway, RI  02804 to utilize existing buildings & parking areas for retail/restaurant with overflow parking in grassed area 1-2 times per month for auction parking on property located at 323 Clarks Falls Rd., North Stonington, CT  06359 in a HC Zone.  Tax Map #112, Parcel #261
 
Mr. Tony Nenna, Engineer, and Mr. Stano Trombino were present for this application.
 
Mr. Nenna went over the site plan with the Commission for the over-flow parking.  The applicant will return for the Commission’s September 11th meeting.
