1.   CALL TO ORDER:
 
Chairman George Brown called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, September 11, 2013 at 7:00 p.m.
 
COMMISSIONERS PRESENT:
 
George Brown, Chairman, Mark Grigg, Vice-Chair, Duane White, Kevin Geary, Ron Lewis, Candy Palmer, Cody Bill, and Art Dobley

3.   MINUTES:
 
Review minutes of regular meeting of 3/13/13 and 6/12/13
 
MOTION by K. Geary SECOND by D. White to approve the minutes of August 14, 2013  as submitted.
 
4.   PUBLIC COMMENT:
 
MOTION by D. White, SECOND by C. Palmer to add Public Comment to the monthly agenda.  MOTION CARRIED.

5.    OLD BUSINESS:    
 
A.  #13-050 (Single-Family Residence) Application of Brian J. Stafford, 224 Denison Hill Rd., North Stonington, CT  06359 for a proposed single-family residence with on-site septic, well & related site improvements on property located at Denison Hill Rd., North Stonington, CT  06359 in an R-80 Zone.  Tax Map #73, Parcel #1773
 
Mr. Scott Deledda, Engineer, and Brian Stafford were present for this application.
 
The Commission conducted a site-walk of this property on September 8th.
 
Mr. Deledda submitted a revised plan showing more test pits and as a result the septic system was relocated completely outside the wetlands buffer as per the Commission’s suggestion.
 
MOTION by R. Lewis, SECOND by K. Geary to approve application #13-050 as submitted.  MOTION CARRIED.

B.  #13-051 Application of Spectra Energy, c/o Tom Panico, 890 Winter St., Suite 300, Waltham, MA  02451 to install 2,100 linear ft. of anode bed to provide cathodic protection to existing E-3 natural gas pipeline.  Work will involve 2,100 linear feet of 2’ wide x 5’ deep trench, install linear anode, backfill & restore to preconstruction condition.  Includes up to 4,858 sq. ft. of temporary wetland disturbance on property located at 1 Clubhouse Dr., North Stonington, CT  06359 owned by the Mashantucket Pequot Tribal Nation in an R-80 Zone.  Tax Map #21/67/84, Parcel #58/2376/6606
 
Mr. Carl Smith was present for this application that was continued from the Commission’s August 14th meeting to fulfill the statutory requirement.
 
MOTION by K. Geary, SECOND by C. Bill to approve application #13-051 as presented.  MOTION CARRIED.

C.  #13-052 (Addition & Garage) Application of Bruce Greene, P.O. Box 215, North Stonington, CT  06359 for a proposed detached 2-car garage and an addition to the NW side of the house on property located at 421E Wyassup Rd., North Stonington, CT  06359 in an R-80/SUOA.  Tax Map #70, Parcel #2002
 
Mr. Bruce Greene was present for this application that was continued from the Commission’s August 14th meeting.  The Commission conducted a site-walk of this property on September 8th and Mr. Greene went over the revised plan showing the garage location moved slightly per the Commission’s suggestions.
 
MOTION by R. Lewis, SECOND by C. Palmer to approve application #13-052 as presented and to notify the Land Use Office when work begins.  MOTION CARRIED.
 
D.   #13-056 (Overflow Parking) Application of Stano Trombino, 26 Main St., Ashaway, RI  02804 to utilize existing buildings & parking areas for retail/restaurant with overflow parking in grassed area 1-2 times per month for auction parking on property located at 323 Clarks Falls Rd., North Stonington, CT  06359 in a HC Zone.  Tax Map #112, Parcel #261
 
Mr. Tony Nenna, Engineer was present for this application which was continued from the Commission’s August 14th meeting to fulfill the statutory requirement.
 
MOTION by D. White, SECOND by C. Palmer to approve application #13-056 as presented.  MOTION CARRIED.
