MINUTES APPROVED ~ FEBRUARY 13, 2013

 

1.   CALL TO ORDER:

 

Chairman George Brown called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, January 9, 2013 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

 

George Brown, Chairman, Mark Grigg, Vice-Chair (arrived at 7:02 p.m.), Kevin Geary, Ron Lewis, Art Dobley and Duane White,

 

COMMISSIONERS ABSENTCandy Palmer, Marvin Chase, Jr. & Robert Miner

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDITIONS TO THE AGENDA:  None 

 

3.   MINUTES:

 

Review minutes of regular meeting of December 12, 2012

 

MOTION by D. White, SECOND by K. Geary to approve the draft minutes of 12/12/12 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

4.    OLD BUSINESS

 

#12-106 (Private Roadway) Application of Timothy D. Bates, Robinson & Cole, L.L.P., 25 Eugene O’Neill Drive, New London, CT  06320 for the construction of a private roadway on Jeremy Hill Road in North Stonington, CT  06359 in an R-60  Zone to access subdivision in Stonington.  Tax Map #115, Parcel #7823   (Commission to received on 12/12/12 & must act on or by 2/14/13)

 

G. Brown recused himself from this application.

 

Atty. Tim Bates and Phil Katz of Stantec Consulting were present for this meeting representing the applicants.

 

Atty. Bates gave a brief overview of the application history.

 

Mr. Katz went over the revisions which included showing the school bus waiting area for parents, mailbox location, sight line clearing, utilities, vernal pool areas, right of way onto Jeremy Hill Road, limits of disturbance for a 24 foot roadway, alternate limit of disturbance for a 50 foot roadway, boulders and trees that need to be removed and cross sections at every 25 feet.  The plan also shows Cape Cod curbing, how the road will be built with E&S controls, the entire limit of disturbance, additional test pits and the plan that was recorded in Stonington for the Subdivision.  Mr. Katz stated they will be using geotextile under the entire roadway.

 

Mr. Katz reviewed Planning & Zonings Consulting Engineer, Don Aubrey’s memo with the Commission.

 

The Commission asked questions of the applicants during the presentation.

 

MOTION by D. White, SECOND by A. Dobley to approve application #12-106 with the following conditions:

 

1.      Install Cape Cod Curbing

2.      The Subdivision’s road edges are to remain wooded, with little or no disturbance in lieu of a 50 foot, cleared right of way

3.      Use stringed hay bales, woodchips and stump grindings, no silt fence for E&S controls

4.      Locate the stockpile and  staging area, 100 feet from any wetlands

5.      Detention basin at the southwest end of the subdivision road should be constructed as a created wetland / vernal pool with plantings.  Provide our office (IWC) with your intentions.

 

MOTION CARRIED UNANIMOUSLY.

 

 

5.   NEW BUSINESS:      

 

1st Selectman Nicholas Mullane discussed with the Commission a retention basin that need to be cleaned out that is located near the Lake of Isles Golf Course and owned by the Mashantucket’s.  K. Geary stated he would talk to the Mashantucket Public Works Department about their request and contact Mr. Mullane or Steve Holliday, Highway Foreman.

WEO Berardi stated he received a note from a property owner who had found oil based paint cans in his pond.  WEO Berardi stated he would contact the property owner.
