1. CALL TO ORDER:
Chairman George Brown called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, April 11, 2012 at 7:00 p.m.
COMMISSIONERS PRESENT:
George Brown, Chairman, Mark Grigg, Vice-Chair, Duane White, Kevin Geary, and Mac Gray
COMMISSIONERS ABSENT: Ron Lewis, Marvin Chase, Jr., Art Dobley, and Robert Miner
STAFF PRESENT:
Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

3. MINUTES:
Review minutes of 3/14/12 meeting.
MOTION by D. White, SECOND by M. Gray to approve the draft minutes of 3/14/11 with the necessary changes. MOTION CARRIED UNANIMOUSLY.
4. OLD BUSINESS:
A. #12-025 (Addition) Application of the Town of North Stonington, 40 Main Street, North Stonington, CT 06359 to construct an addition for a vehicle wash station with a detention basin located in the wetlands buffer/upland review area on property located at 11 Wyassup Road in an R-80/AP Zone. Tax Map #109, Parcel #5292
Nicholas Mullane, 1st Selectman was present and briefly reviewed the application which was continued from last month to construct a 40 x 40 addition for a wash station. The Commission discussed moving the plunge pool further away from the wetlands.
MOTION by D. White, SECOND by K. Geary to approve application #12-025 with the stipulation that the plunge pool be moved to the east 100 feet from the edge of the wetlands and that an as-built plan be submitted when the work is completed. MOTION CARRIED UNANIMOUSLY.
B. #12-029 (Single-Family Residence) Application of Lee Winakor, 470 Forsyth Road, Salem, CT 06420 to construct a Single-Family Residence on property located at 217 Ledgen Wood Road, North Stonington, CT 06359 in an R-80 Zone. Tax Map #45, Parcel #8000
Mr. Lee Winakor was present for his continued application. The Commission discussed the site walk and relocating the house.
MOTION by D. White, SECOND by K. Geary to approve application #12-029 with the stipulations that the house is relocated to the south approximately 10 feet, to eliminate the fill on the northerly section of the garage, to install retaining walls in lieu of the fill for the foundation and submit an as-built plan when the house is completed. MOTION CARRIED UNANIMOUSLY.
5. NEW BUSINESS:
#12-040 (Addition) Application of Robin Hall, 14 Mill Village Pentway, North Stonington, CT 06359 to construct an addition for a bedroom and full bath on property located at 14 Mill Village Pentway in an R-40 Zone. Tax Map #121, Parcel #5589
Ms. Robin Hall was present for this application. Ms. Hall went over the application for the proposed addition. The Commission directed WEO Berardi to sign off on this application.
6. WORKSHOP:
Inquiry of Fire/EMS Committee for USDA Rural Community Loan
Mr. Mark Perkins was present and went over the request which is for a proposed new fire station/emergency services building. Mr. Perkins stated that to qualify for the loan they need a letter from the Wetlands Commission stating there are no wetlands on the property. The Commission stated they would need a letter from a soil scientist stating there are no wetlands on the property before they can give them a letter of that nature. The Commission directed Mr. Perkins to contact Mr. James Cowen, a soil scientist to see if he might be interested in helping them in that area.
