Draft Minutes

 

1.   CALL TO ORDER:

 

Chairman George Brown called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, November 14, 2012 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

 

George Brown, Chairman, Mark Grigg, Vice-Chair, Kevin Geary (arrived at 7:05 p.m.), Ron Lewis, Art Dobley., Duane White, Candy Palmer, and Robert Miner (arrived at 7:30 p.m.)

 

COMMISSIONERS ABSENTMarvin Chase, Jr.  

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer (arrived at 7:15 p.m.)

 

2.   ADDTIIONS TO THE AGENDA

 

MOTION by D. White, SECOND by M. Grigg to amend the agenda to do New Business before Old Business.  MOTION CARRIED UNANIMOUSLY.    

 

3.   MINUTES:

 

Review minutes of regular meeting of October 10, 2012

 

MOTION by D. White, SECOND by R. Lewis to approve the draft minutes of 10/10/12 as written.  MOTION CARRIED UNANIMOUSLY.

4.    NEW BUSINESS

 

#12-095 (Subdivision) Application of Green Falls Associates, L.L.C., c/o Peter C. Gardner, P.O. Box 335, Gales Ferry, CT  06335 to subdivide 55 +/- acres into 18 building lots to fill 2700 +/- sq. ft. of inland wetlands to allow access to 2 house sites & install 3 dry hydrants on property located on the south side of Lake of Isles Rd. in an R-80 Zone.  Tax Map #54, Parcel #6567

 

R. Lewis recused himself from this application.

 

Peter Gardner, Land Surveyor was present for this application.

 

Mr. Gardner stated the proposal is for an 18-lot subdivision with 8-30g flexibility.  Mr. Gardner went over the site plan and stated there would be 1 wetlands crossing. 

 

The Commission scheduled a site walk on this application for Sunday, November 25th at 9:00 a.m. at the site.

 

5.   OLD BUSINESS:       

 

#12-068 (Private Drive) Application of Arlene F. Steinlauf & Scott A. Hurwitz, Trustees of Edward G. Steinlauf Trust & Lorraine Yardan, Trustee of Stephan W. Yardan Trust, 55 Sound View Heights, Branford, CT  06405 for the construction of a private driveway off Jeremy Hill Road in North Stonington, CT  06359 in an R-60  Zone to access subdivision in Stonington.  Tax Map #115, Parcel #7823

 

G. Brown and C. Palmer recused themselves from this application.

 

Atty. Tim Bates and Phil Katz of Stantec Consulting were present for this meeting representing the applicants.

 

Atty. Bates gave a brief presentation stating they have preliminary plans which show a 50ft. roadway and an alternate entry, but have not finished the final drawings.  Atty. Bates stated they plan to submit a Stormwater Plan and bond estimate and also that Don Aubrey, Consulting Engineer for Planning & Zoning would like more test pits done.

 

Atty. Bates stated they hoped to have everything ready for the Commission’s December 12th meeting.

 

6.    NEW BUSINESSNone 

 

7.    WORKSHOP

 

A.  Ray Jones to discuss constructing a fire pond at 31D Clarks Falls Rd. (Site-walk follow up)

 

Mr. Jones was present and the Commission stated they have no issues with the pond.  Mr. Jones stated the pond would be approximately 1 acre or less.
