Draft Minutes

 

1.   CALL TO ORDER:

 

Chairman Brown stated there was no quorum present, so New Business would be conducted with no official actions taken

 

COMMISSIONERS PRESENT:

 

George Brown, Chairman, Duane White, Kevin Geary, Ron Lewis, and Robert Miner (arrived at 7:30 p.m.)

 

COMMISSIONERS ABSENTMark Grigg, Vice-Chair, Art Dobley, Marvin Chase, Jr., and Mac Gray  

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

4.    NEW BUSINESS

 

A.  #11-122 (2 Car Garage with Bonus Room) Application of Brian & Carey Faulkner, 398 Providence-New London Turnpike, North Stonington, CT  06359 to construct a 2 car garage with bonus room above (foundation is already constructed) on property located at 398 Providence-New London Turnpike in an R-60 Zone.  Tax Map #111, Parcel #8196

 

The applicant was not present.

 

WEO Berardi had asked the Commission to look at the site before the meeting.  Commission members were not able to do so.  The Commission reviewed the application.  The foundation is already constructed and WEO will inspect the site to determine if he will sign off or the Commission.

 

B.   #12-012 (Rebuild portions of Murphy Rd.) Application of the Town of North Stonington, 40 Main Street, North Stonington, CT  06359 to rebuild portions of Murphy Road shoulder and 3’ each side of Road with a 45 degree slope, stone base, gravel top. 

 

Nicholas Mullane, 1st Selectman, and Steve Holliday, Highway Foreman was present for this application.

 

Mr. Holliday went over the application and submitted pictures of the site which he reviewed with the Commission.

 

The application needs to sit for the statutory time frame.

 

C.   #12-013 (Outdoor Wood Burning Furnace) Application of Robert Whyte, Jr., 201 Reutemann Road, North Stonington, CT  06359 to locate an outdoor wood burning furnace on property located at 201 Reutemann Road in an R-80 Zone.  Tax Map #103, Parcel #0522    

 

Robert Whyte was present for the application.

 

Mr. Whyte went over his application with the Commission and stated he needed to re-locate the wood stove on his property to meet DEP requirements.  Mr. Whyte also discussed some maintenance he had done on his property including a curtail drain.

 

WEO Berardi will sign off on this application

 

A quorum was present at 7:30 p.m.

 

D.  #12-006 (Foot Bridges)  Application of Thomas Kane (for Hewitt Farm Committee), 22 Stillman Road, North Stonington, CT  06359 to construct 2 small foot bridges over the Shunock River next to the Bicentennial Trail on property owned by the Town of North Stonington in an R-80 Zone.  Tax Map #101, Parcel #2284/9641

 

Thomas Kane was present for this application.

 

Mr. Kane went over his application which is for an Eagle Scout project.  Mr. Kane stated the current bridges are in bad shape, but their banks are in usable shape.  Mr. Kane submitted a hard copy of his presentation outlining what he proposes to do.

 

WEO Berardi will sign off on this application.

 

E. #12-010 (Wetlands) Application of Wayne Berardi, 69 Pinewoods Road, North Stonington, CT  06359 to construct a 45’ x 3’ stone retaining wall, remove approximately one 18” in diameter oak stump, construct a 15’ x 15’ stone patio and dry set large stones to support dock on property owned by Bruce Wilkinson and located at 389E Wyassup Road in an R-80/SU Zone.  Tax Map #70, Parcel #1976.

 

Mr. Berardi was present for this application and went over what he proposes to do.

 

The application needs to sit for the statutory time frame.

 

5.   DISCUSSION:        

 

A.  3 Stillman Road

 

R. Miner stated that the property owner has started addressing the concerns in the letter that was submitted to the Commission and has begun cleaning up the property.

 

B.  Discussion on Maintenance on Wyassup Lake properties

 

R. Lewis stated that property owners are going to want to start doing maintenance work on their properties now that the Lake is being drawn down.

 

The Commission suggested a letter be drafted to Mr. Wiellette, President of the Lake Association asking him to inform property owners to please contact the Wetlands Office or the Chairman if they are planning on doing any maintenance work on their properties.

 

C.  Proposed Draft Regulations

 

The Commission set the Public Hearing to adopt the proposed regulations which were updated to conform to the current statues for March 14, 2012.

Review minutes of December 14, 2011 meeting.

 

MOTION by D. White, SECOND by R. Miner to approve the draft minutes of 12/14/11 with the necessary changes.  MOTION CARRIED UNANIMOUSLY.
