DRAFT MINUTES
1. CALL TO ORDER:
Chairman George Brown called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, December 12, 2012 at 7:02 p.m.
COMMISSIONERS PRESENT:
George Brown, Chairman, Mark Grigg, Vice-Chair, Kevin Geary (arrived at 7:05 p.m.), Ron Lewis, Art Dobley., Duane White, Marvin Chase, Jr., Candy Palmer, and Robert Miner (arrived at 7:45 p.m.)
COMMISSIONERS ABSENT: None
STAFF PRESENT:
Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

3. MINUTES:
Review minutes of regular meeting of November 14, 2012
MOTION by D. White, SECOND by C. Palmer to approve the draft minutes of 11/14/12 with corrections. MOTION CARRIED UNANIMOUSLY.
4. OLD BUSINESS:
#12-095 (Subdivision) Application of Green Falls Associates, L.L.C., c/o Peter C. Gardner, P.O. Box 335, Gales Ferry, CT 06335 to subdivide 55 +/- acres into 18 building lots to fill 2700 +/- sq. ft. of inland wetlands to allow access to 2 house sites & install 3 dry hydrants on property located on the south side of Lake of Isles Rd. in an R-80 Zone. Tax Map #54, Parcel #6567
R. Lewis recused himself from this application.
Peter Gardner, Land Surveyor was present for this application.
Mr. Gardner went over the site-plan with the Commission. The Commission conducted a site-walk of the property at an earlier date.
The Commission discussed in length putting a conservation easement on all the lots.
MOTION by D. White, SECOND by C. Palmer to approve application #12-095 with the following conditions:
- Move #4 house to new location in upland review southwest 80 feet from where it is now located
- Lots 1, 5 & 17 must come back before the Commission for approval
- Silt fence to be backed up by hay bales in proposed crossing (downstream side)
- 15 foot conservation easement along wetland border on all lots but the proposed crossing.
5. NEW BUSINESS:
#12-106 (Private Roadway) Application of Timothy D. Bates, Robinson & Cole, L.L.P., 25 Eugene O’Neill Drive, New London, CT 06320 for the construction of a private roadway on Jeremy Hill Road in North Stonington, CT 06359 in an R-60 Zone to access subdivision in Stonington. Tax Map #115, Parcel #7823 (Commission to receive on 12/12/12 & must act on or by 2/14/13)
G. Brown and C. Palmer recused themselves from this application.
Atty. Tim Bates and Phil Katz of Stantec Consulting were present for this meeting representing the applicants.
Atty. Bates gave a brief presentation stating they had withdrawn the previous application without prejudice because of time constraints and have submitted a new application with revised plans.
Mr. Katz briefly went over the revisions and both stated they would be giving a full presentation at the Commission’s January 9th meeting.
