Minutes Approved ~ September 14, 2011

 

 

1.   CALL TO ORDER:

 

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, August 10, 2011 at 7:04 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chair, Kevin Geary, Ron Lewis (arrived at 7:05 p.m.), Mac Gray and George Brown.

 

COMMISSIONERS ABSENT:  Arthur Dobley, Marvin Chase Jr. and Robert Miner

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDANone    

 

3.   MINUTES:

 

Review minutes of July 13, 2011 meeting.

 

MOTION by M. Gray, SECOND by G. Brown approve the Draft Minutes of 7/13/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

MOTION by M. Grigg, SECOND by K. Geary to amend the agenda to go to Workshop and then back to regular agenda format.  MOTION CARRIED UNAIMOUSLY.

4.   WORKSHOP:    

 

Cedar Ridge & Northwest Corner Road culvert replacement

 

Nicholas Mullane, 1st Selectman and Pat Lafayette, Town Engineer discussed mitigation action for Cedar Ridge and Northwest Corner Road.

 

Mr. Lafayette stated that there are 2 wetlands crossings on Northwest Corner Road and they will replace the culverts because the old ones have rotted out.  On Cedar Ridge they will be replacing 1 culvert.

 

Mr. Mullane also gave the Commission an update on the bridge.

 

5.   OLD BUSINESS

 

#11-063 (Accessory Building) Application of Kristen Main, 3 Oriole Street, Pawcatuck, CT  06379 to construct a 14 x 16 accessory building on property owned by Wesley & Kyra Lamphere located at 1 Lakeside Drive in an R-80 Zone.  Tax Map #45, Parcel #2664

 

The applicant did not need to be present for this application as it was continued from last month and was required to sit for the statutory 30-day period.

 

MOTION by R. Lewis, SECOND by M. Grigg to approve application #11-063 as submitted.  MOTION CARRIED UNAIMOUSLY.

 

6.    NEW BUSINESS

 

A.  #11-072 (Driveway & Field Restoration Plan) Application of Nelson W. & Denise L. Aldrich, Jr., 55 Anna Farm Road, North Stonington, CT  06359 for a driveway & field restoration plan on property located at 55A Anna Farm Road West in an R-80 Zone.  Tax Map #25, Parcel #7806.

 

Susan Mattern, Land Surveyor representing Mr. & Mrs. Aldrich was present for this application and went over the site plan with the Commission.

 

The Commission scheduled a site-walk for this application on Wednesday, August 17, 2011 at 6:00 p.m. at the site.

 

B.  #11-073 (Gravel Operation Closure Plan) Application of Richard E. White, 189 Norwich-Westerly Road, North Stonington, CT  06359 for closure plans in three phases for a gravel operation on property located at 150 Norwich-Westerly Road in an R-40 Aquifer Protection Overlay Zone.  Tax Map #117, Parcel #7908

 

Susan Mattern, Land Surveyor representing Mr. White was present for this application and went over the site plan sheet by sheet with the Commission.

 

Ms. Mattern stated that the applicant proposes 3 phases for this operation with each phase taking 3 years to complete.

 

The Commission requested information on what the cost of mitigation would be.

 

The Commission scheduled a site-walk for this application on Wednesday, August 31, 2011 at 6:00 p.m. at the site.

 

7.   DISCUSSION:        

 

Proposed Draft Updated Wetlands Regulations

 

The Commission will further discuss the proposed draft regulations at their September meeting.

 

8.  ENFORCEMENT OFFICER’S REPORT:  None   

 

9.  CORRESPONDENCE

 

The Commission went over their correspondence.

 

10.  ADJOURNMENT 

 

MOTION by G. Brown, SECOND by K. Geary to adjourn the Inland Wetlands Commission Meeting at 8:25 p.m.  MOTION CARRIED UNANIMOUSLY.
