Draft Minutes

 

 

1.   CALL TO ORDER:

 

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, September 14, 2011 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chair, Kevin Geary, Ron Lewis, Mac Gray, Art Dobley arrived at 7:30 p.m., Robert Miner arrived at 8:10 p.m., Marvin Chase, Jr. and George Brown.

 

COMMISSIONERS ABSENT:

3.   MINUTES:

 

Review minutes of August 10, 2011 meeting.

 

MOTION by G. Brown, SECOND by M. Gray to approve the Draft Minutes of 8/10/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

 

4.   OLD BUSINESS

 

A.  #11-072 (Driveway & Field Restoration Plan) Application of Nelson W. & Denise L. Aldrich, Jr., 55 Anna Farm Road, North Stonington, CT  06359 for a driveway & field restoration plan on property located at 55A Anna Farm Road West in an R-80 Zone.  Tax Map #25, Parcel #7806.

 

Susan Mattern, Land Surveyor representing Mr. & Mrs. Aldrich was present for this application.

 

Ms. Mattern went over the revised plan with the Commission and stated the applicant plans to restore the woods road and top soil and re-seed it.

 

The Commission had done a site-walk of the property on August 17, 2011.

 

MOTION by G. Brown, SECOND by K. Geary to approve application #11-072 as submitted with the condition that WEO Wayne Berardi be able to inspect the property as he deems necessary.  MOTION CARRIED UNANIMOUSLY.

 

B.  #11-073 (Gravel Operation Closure Plan) Application of Richard E. White, 189 Norwich-Westerly Road, North Stonington, CT  06359 for closure plans in three phases for a gravel operation on property located at 150 Norwich-Westerly Road in an R-40 Aquifer Protection Overlay Zone.  Tax Map #117, Parcel #7908

 

Susan Mattern, Land Surveyor representing Mr. White was present for this application.

 

The Commission had a scheduled site-walk of the property on August 31, 2011.

 

Commission members who were unable to attend the site-walk will go on their own before the Commission’s next meeting.

 

The Commission had a lengthy discussion about approving this application in phases and the Commission believes nine years is too long a time period to complete this project. The Commission also read correspondence from ZEO Leeming and Don Aubrey of Towne Engineering.

 

The Commission asked Ms. Mattern to come up with a bond estimate.

 

MOTION by G. Brown, SECOND by M. Gray to table application #11-073 to October 12, 2011.  MOTION CARRIED UNANIMOUSLY..

 

5.    NEW BUSINESS

 

#11-086 (Expansion of Existing Parking Area) Application of Wood Pond, L.L.C., P.O. Box 293, North Stonington, CT  06359 for a proposed expansion of an adjoining existing parking area proposed within the 100’ upland review area for a Medical Clinic in the OR/APOA Zone.  Tax Map #122, Parcel #9690.

Janet Fiore and Bob Hayward were present for this application.

 

Ms. Fiore went over the site-plan with the Commission and stated they would like to expand the parking.  The Commission asked questions pertaining to the parking and will do individual site-walks of the site.

 

The applicant will return for the Commission’s October 12, 2011 meeting.

 

6.   DISCUSSION:        

 

Proposed Draft Updated Wetlands Regulations

 

The Commission reviewed the proposed draft regulations to page 29 and will finish reviewing them at their October 6th meeting.

 

7.  ENFORCEMENT OFFICER’S REPORT:  

 

ZEO Berardi stated he has an application for review for an accessory apartment on Cossaduck Hill Road and would the Commission like to review it.  The Commission directed the ZEO to sign off on it.

 

8.  CORRESPONDENCE

 

The Commission went over their correspondence.

 

9.  ADJOURNMENT 

 

MOTION by G. Brown, SECOND by M. Gray to adjourn the Inland Wetlands Commission Meeting at 9:45 p.m.  MOTION CARRIED UNANIMOUSLY.
