Minutes Approved ~ July 13, 2011

 

 

1.   CALL TO ORDER:

 

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, June 8, 2011 at 7:05 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chair, Kevin Geary, Arthur Dobley, George Brown and Mac Gray.

 

COMMISSIONERS ABSENTRon Lewis, Marvin Chase and Robert Miner

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDA:   

 

The application of Donna Perry that was on the agenda has been signed off on by WEO Berardi due to the fact that a revised site-plan was submitted stating there are no wetlands on the property.

 

3.   MINUTES:

 

Review minutes of May 11, 2011 meeting.

 

MOTION by G. Brown, SECOND by K. Geary to approve the Draft Minutes of 5/11/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

5.    NEW BUSINESS

 

#11-049 (Replacement of Bridge) Application of the Town of North Stonington, c/o Nicholas Mullane, 40 Main Street, North Stonington, CT  06359 for the replacement of the Town Hall Bridge.  Tax Map #109, Parcel #2588

 

Nicholas Mullane, 1st Selectman and Jay Costello of WMC Consulting Engineers were present for this application.

 

Mr. Mullane stated that the project consists of reconstructing the Old Town Hall Bridge and the project will receive Federal funding of 75% through FEMA, with the Town of North Stonington providing the 25% match.

 

The former twin stone arch was extensively damages by the March 2010 flood and was subsequently demolished due to safety concerns.  The proposed replacement bridge will be a single 28 foot wide by 10 foot high precast concrete arch founded directly on bedrock.  The project will also include reconnecting the watermain damaged by the flood, the placement of riprap channel protection, the reconstruction of existing drainage systems on the north and south sides of the river and 100 feet of limited associated roadway work to match the proposed project into adjacent grades.  The DOT will be using Best Management Practices.  Construction is projected to begin in September 2011 with an estimated duration of 3 months.

 

The proposed wetland/watercourse impacts are estimated to be:

 

Temporary Impacts – 254 ft./0.006 acres

Permanent Impacts – 3440 ft./0.079 acres

Total Impacts -           3694 ft./0.085 acres

8.  ENFORCEMENT OFFICER’S REPORT:   

 

WEO Berardi discussed Field of Dreams aquatic pesticide permit application and also stated he did an inspection at 167A Wintechog Hill Road pertaining to a complaint that the property owner was filling in wetlands.  WEO Berardi stated he was not filling in wetlands and the owner did come before the Wetlands Commission at their last meeting to state what he was doing.

 

WEO Berardi stated he did inspections at 66 Anthony Road and 294D Cossaduck Hill Road and did not find any violations.  WEO Berardi stated he also went to inspect a possible violation at 55A Anna Farm Road but the property owners would not allow him on the property.
