Minutes Approved ~ November 10, 2010

 

 

1.   CALL TO ORDER:

 

Chairman White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, October 13, 2010 at 7:01 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman, Mac Gray, Kevin Geary  (who arrived at 7:03 p.m.), Art Dobley, George Brown, Marvin Chase, Jr. and Robert Miner (who arrived at 7:45 p.m.)

 

COMMISSIONERS ABSENT:  Ron Lewis

3.  MINUTES

 

Review minutes of September 8, 2010 meeting.

 

MOTION by M. Gray, SECOND by M. Grigg to approve the Draft Minutes of September 8, 2010 with the necessary corrections.  MOTION CARRIED

 

Abstained:  D. White, G. Brown & M. Chase

 

 

4.    OLD BUSINESS:   

 

A.  #10-105 (Boat Storage Sheds) Application of Dodson Boatyard, c/o Bob Snyder, 194 Water Street, Stonington, CT  06378 to expand boat storage sheds on property located in North Stonington with access to site only from Hopkinton, RI.  Tax Map #112, Parcel #2483.

 

Mr. Bill Dowdell of Dowdell Engineering was present and this application was continued from last month.

 

The Commission asked what kind of work would be taking place at the boatyard and Mr. Dowdell stated they would only be cleaning the bottom of the boats.

 

MOTION by M. Gray, SECOND by K. Geary to approve application #10-105 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

B.  #10-109 (Single-Family Residence) Application of Frank F. Herrick, III, 29 Deloge Drive, Griswold, CT  06351 to construct a single-family residence with grading within the 100 foot wetlands buffer on property located at 345 Cossaduck Hill Road.  Tax Map #45, Parcel #4829.

 

Mr. Herrick was present and this application was continued from last month.

 

Mr. Herrick stated that there is some grading within the 100 foot buffer, but everything else is out of the buffer.

 

MOTION by G. Brown, SECOND by M. Grigg to approve application #10-109 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

5.   NEW BUSINESS:    

 

#10-116 (Garage) Application of Stephen & Karen Colgan, 95 Legend Wood Road, North Stonington, CT  06359 to construct a detached 2-car garage with an upstairs apartment (or guest house) on property located at Indian Trail.  Tax Map #45, Parcel #2481

 

Mr. Colgan was present and went over the application with the Commission.  Mr. Colgan stated there is an intermittent stream on the property. 

 

The Commission scheduled a site-walk of the property on Sunday, October 17th at 8:30 a.m.  The applicant will return for the Commission’s November 10th meeting.

8.  ENFORCEMENT OFFICER’S REPORT

 

Sleepy Hollow Road

 

Nicholas Mullane, 1st Selectman came before the Commission to discuss a head wall that collapsed.  He stated they would like to reclaim the material and deposit it back and would like to start working on the repair first thing in the morning.

 

M. Chase volunteered to take a look at the site.

 

Kristen Comstock was present at the meeting at stated she was there to keep informed and discussed some stream clean up in various areas.

 

M. Gray stated he had some concerns about work being done by his property involving wetlands.  The Commission scheduled a site-walk on Sunday, October 17th immediately following their 1st site-walk. At 637 Pendleton Hill Road.

MOTION by K. Geary, SECOND by G. Brown to adjourn the Inland Wetlands Commission Meeting at 7:53 p.m.  MOTION CARRIED UNANIMOUSLY.
