Draft Minutes

 

 

1.   CALL TO ORDER:

 

Chairman Duane White stated the Inland Wetlands Commission will conduct New Business where no actions or decisions will be made until a quorum is present.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman (who arrived at 7:06 p.m.), Mac Gray, Kevin Geary, George Brown, and Robert Miner (who arrived at 7:36 p.m.)

 

Quorum was present at 7:06 p.m.

 

COMMISSIONERS ABSENT:  Ron Lewis, D’Arcy Cleveland and Arthur Dobley

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and WEO Wayne Berardi

 

2.   ADDTIIONS TO THE AGENDA:        

 

Application #10-057 added under New Business

 

3.    NEW BUSINESS:

 

A.  #10-040 (Single-Family Residence) Application of Diane & Mark Seltzer, 9 Cove Road, Westerly, RI  02891 to construct a Single Family Residence on property located at 100 Swantown Hill Road, North Stonington, CT  06359.  Tax Map #77, Parcel #6230

 

Mr. Mark Seltzer and his builder, Mr. John O’Keefe were present for this application.

 

Mr. O’Keefe went over the site plan with the Commission and the Commission had no issues.  The application will sit for the statutory time frame and the applicant will return for the Commission’s June 9th meeting.

 

B. #10-049 (Excavation)  Application of Ledyard Lewis, 273 Boombridge Road, North Stonington, CT  06359 to excavate and re-grade existing agricultural land in order to expand and increase productivity of cropland and to create manageable farming areas outside of the 100 foot buffer at property located on Anthony Road.  Tax Map #124, Parcel #5167.

 

Mr. Tony Nenna, Engineer and Mr. Ted Lewis were present for this application.

 

Mr. Nenna went over the site-plan with the Commission and stated that the total project is 55 acres and will be done in 6 phases.  Mr. Nenna stated all grading to be done is outside the buffer. The Commission had no issues with this application. The application will sit for the statutory time frame and the applicant will return for the Commission’s June 9th meeting.

 

C. #10-051 (Pond) Application of Eric & Renee Anderson, 10 Surrey Lane, North Stonington, CT  06359 to create a pond on property located at 10 Surrey Lane.  Tax Map #117, Parcel #1679.

 

Mr. Eric Anderson was present for this application.  Mr. Anderson stated to the Commission that he would like to create a 60 x 80 pond and would not be taking anything off site.  The Commission asked Mr. Anderson to get a plan drawn up showing the proposed pond and also show where the existing brook is located on the plan. 

 

The Commission scheduled a site-walk of the property for Wednesday, May 19th at approximately 5:30 p.m.  The applicant will return for the Commission’s June 9th meeting.

 

D.  #10-058 (Single-Family Residence) Application of Robert A. Deledda, P.O. Box 243, North Stonington, CT  06359 to construct a Single-Family Residence & garage on property located at 24 Billings Road, North Stonington, CT  06359.  Tax Map #45, Parcel #3110

 

Mr. Robert Deledda was present for this application.  Mr. Deledda went over the site-plan with the Commission and stated that there is an intermittent watercourse on the property that is not associated with wetlands.  The Commission had no issues with the application.  The application will sit for the statutory time frame and the applicant will return for the Commission’s June 9th meeting.

 

E. #10-057 (Accessory) Application of Ann H. Renehan, 51 East Clarks Falls Road, North Stonington, CT  06359 to construct a barn with septic system on property located at 51 East Clarks Falls Road.  Tax Map #98, Parcel #8423.

 

The applicant was not able to be present for this application.  The Commission reviewed the site-plan for this application and has scheduled a site-walk for Wednesday, May 19th at approximately 5:45 p.m.  The applicant will return for the Commission’s June 9th meeting.

 

4.   OLD BUSINESS:      

 

#10-039 (Farm Pond) Application of Jared Bradley, 307 Northwest Corner Road, North Stonington, CT  06359 to create a 40’ x 50’ farm pond on property located at 307 Northwest Corner Road.  Tax Map #43, Parcel #1754.

 

The applicant was not present for this application.  The Commission had done a site walk of the property and would like Mr. Bradley to have the proposed pond mapped out by a soil scientist.  A letter will be sent to Mr. Bradley informing him of their suggestion and have the applicant return for the Commission’s June 9th meeting.

 

 

5.   WORKSHOPNone 

 

6.   DISCUSSION

 

A.  15 Oak Drive – Dug ditch in yard

 

Mr. Beckwith was present for this discussion and stated his neighbor at 17 Oak Drive had dug a trench in their yard causing drainage issues for Mr. Beckwith.  The Commission has scheduled a site-walk of the property for Wednesday, May 19th at 5:15 p.m. and will discuss their findings at their June 9th meeting.

 

B.  44P Wyassup Lake Road

 

WEO inspected this property and had no wetland issues with what the property owner had done.

MOTION by G. Brown, SECOND by K. Geary to approve the Draft Minutes of  April 14, 2010 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

MOTION by G. Brown, SECOND by R. Miner to adjourn the Inland Wetlands Commission Meeting at 8:30 p.m.  MOTION CARRIED UNANIMOUSLY.
