1. CALL TO ORDER:
Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, July 14, 2010 at 7:23 p.m.
COMMISSIONERS PRESENT:
Duane White, Chairman, Mark Grigg, Vice-Chairman, Mac Gray, Ron Lewis, Kevin Geary (who arrived at 7:23 p.m., George Brown and Robert Miner (who arrived at 8:10 p.m.)
COMMISSIONERS ABSENT: Ron Lewis and Arthur Dobley

2. ADDTIIONS TO THE AGENDA:
MOTION by G. Brown SECOND by K. Geary to amend the agenda to add application #10-085 under Old Business. MOTION CARRIED UNANIMOUSLY.
3. MINUTES:
Review minutes of July 14, 2010 meeting.
MOTION by M. Gray, SECOND by K. Geary to approve the Draft Minutes of July 14, 2010 with the necessary corrections. MOTION CARRIED.
G. Brown abstained
4. OLD BUSINESS:
A. #09-028 (Single-Family Residence) Application of Niki Provatas, 34 Lincoln Avenue, Norwich, CT 06360 to construct a single-family residence on 8 Hickory Lane, North Stonington, CT 06359 (permit granted on 2/09/09, but has expired) Tax Map 121, Parcel #3720.
Mr. Anastas Provatas was present representing the applicant. This application was before the Commission because the wetlands permit that he was granted on February 9, 2005 had expired.
MOTION by G. Brown, SECOND by D. White to approve application #09-028 as submitted. MOTION CARRIED.
M. Gray abstained.
B. #10-084 (Single-Family Residence) Application of David K. Scholl, 4 Sunny Drive, Westerly, RI 02891 to construct a single-family residence on 114 Babcock Road, North Stonington, CT 06359. Tax Map 110, Parcel #8200
The Commission had no issues with this application. When the subdivision was created, a note on the plans stated that Lots #1 and #2 had to come back before the Commission.
MOTION by K. Geary, SECOND by M. Gray to approve application #10-084 as submitted. MOTION CARRIED UNANIMOUSLY.
C. #10-085 (Single-Family Residence) Application of Rob Hellstrom, P.O. Box 497, Columbia, CT 06237-0497 to construct a proposed driveway in review area and a single-family residence on property owned by David J. Ostigny located at 481 Pendleton Hill Road, North Stonington, CT 06359. Tax Map #89, Parcel #4694
Mr. Hellstrom was present representing the applicant. The Commission had done a site-walk of the property and discussed the driveway. The Commission would like revised plans showing the new location of the driveway and the culvert for the Commission’s September 8th meeting.
5. NEW BUSINESS: None
6. WORKSHOP:
A. Nicholas Mullane, 1st Selectman, to get Inland Wetlands input on various road culvert repairs due to March 30th flooding.
The Commission did not discuss this issue, they reviewed the maps that were given to them at their July 14th meeting showing the various roads that were going to be repaired.
7. DISCUSSION:
Fee Schedule
The Commission continued discussion on the fee schedule and also about updating their regulations. The Commission will continue discussion at their September 8th meeting.
