1.   CALL TO ORDER:

 

Chairman White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, November 10, 2010 at 7:01 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman (arrived at 7:10 p.m.), Mac Gray, Kevin Geary, Ron Lewis, George Brown, Marvin Chase, Jr. and Robert Miner (who arrived at 7:23 p.m.)

 

COMMISSIONERS ABSENT:  Art Dobley   

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wetlands Enforcement Officer Wayne Berardi

 

2.   ADDITIONS TO THE AGENDA

 

17 Mystic Road – Dam built

 

3.  MINUTES

 

Review minutes of October 13, 2010 meeting.

 

MOTION by G. Brown, SECOND by M. Chase to approve the Draft Minutes of October 13, 2010 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY

 

4.    OLD BUSINESS:   

 

#10-116 (Garage) Application of Stephen & Karen Colgan, 95 Legend Wood Road, North Stonington, CT  06359 to construct a detached 2-car garage with an upstairs apartment (or guest house) on property located at Indian Trail.  Tax Map #45, Parcel #2481

 

Mr. Colgan was present.  The Commission had no issues with the application and it has sat for the statuary time period.

 

MOTION by G. Brown, SECOND by M. Chase to approve application #10-116 was submitted.  MOTION CARRIED UNANIMOUSLY.

7.   DISCUSSION

 

A.  657 Pendleton Hill Road (work being done by bridge)

 

Madeline Jeffery, property owner, Jim Cowen, Soil Scientist and Vinny Deledda, Mason came before the Commission to discuss work being done at 657 Pendleton Hill Road.  Mrs. Jeffery stated to the Commission that she had called WEO Berardi and he had given her permission to repair the bridge. 

 

The Commission asked about the side and steep slopes. Mr. Deledda stated that no machinery is in the brook.  Mr. Cowen & Mr. Deledda explained the work being done in that area. 

 

The Commission has scheduled a site-walk to look at the work that has been done for Sunday, November 21, 2010 at 9:00 a.m.

 

B.  60/64 Babcock Road

 

Shelley Gardella came before the Commission to discuss stream maintenance.  She stated that there are downed trees in the brook behind her property.   The Commission discussed possibly putting something on the web-site to make people aware of the problem or advised her to give Avalonia a call to see if volunteers would help clean out the stream that abuts their property.  The Commission stated that this is not an enforcement issue for the Commission.

 

C.  17 Mystic Road/Dam work being done

 

WEO Berardi will look at the property to determine if there are any wetland issues to be concerned about.
