1.   CALL TO ORDER:

 

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, June 9, 2010 at 7:08 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mac Gray, Ron Lewis, Kevin Geary, Arthur Dobley (who arrived at 7:08 p.m.) and Robert Miner (who arrived at 7:12 p.m.)

 

COMMISSIONERS ABSENT:  Mark Grigg, Vice-Chairman, George Brown and D’Arcy Cleveland

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and WEO Wayne Berardi

3.  MINUTES

 

Review minutes of May 12, 2010 meeting.

 

MOTION by M. Gray, SECOND by K. Geary to approve the Draft Minutes of  May 12, 2010 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

 

 

4.    OLD BUSINESS:   

 

A.  #10-039 (Farm Pond) Application of Jared Bradley, 307 Northwest Corner Road, North Stonington, CT  06359 to create a 40’ x 50’ farm pond on property located at 307 Northwest Corner Road.  Tax Map #43, Parcel #1754.

 

Mr. Bradley did not attend the meeting.  No action was taken on his application. 

 

B.  #10-040 (Single-Family Residence) Application of Diane & Mark Seltzer, 9 Cove Road, Westerly, RI  02891 to construct a Single Family Residence on property located at 100 Swantown Hill Road, North Stonington, CT  06359.  Tax Map #77, Parcel #6230

 

Mr. Mark Seltzer was present and the Commission had no issues with his application.  This application was continued from the Commission’s May 12th meeting.

 

MOTION by K. Geary, SECOND by M. Gray to approve application #10-040 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

C. #10-049 (Excavation)  Application of Ledyard Lewis, 273 Boombridge Road, North Stonington, CT  06359 to excavate and re-grade existing agricultural land in order to expand and increase productivity of cropland and to create manageable farming areas outside of the 100 foot buffer at property located on Anthony Road.  Tax Map #124, Parcel #5167.

 

Mr. Tony Nenna, Engineer and Mr. Ledyard Lewis were present for this application.  This application was continued from the Commission’s May 12th meeting.

 

Mr. Nenna went over the temporary grading plan by phase with the Commission and the Commission discussed the site-plan

 

MOTION by R. Lewis, SECOND by K. Geary to approve application #10-049 with the following conditions:

 

1.      A wood chip (combination of wood chips & stump grindings) berm be installed around the perimeter of the excavation where it is shown on the plan with staked hay bales.

 

2.      On each phase, a temporary stockpile is located with woodchips and stump grindings for Erosion & Sediment purposes.

 

3.      Have each phase be vegetated with winter rye in the mix from March to October.

 

4.      Prior to excavation of each phase, the applicant is to notify the Land Use Office.

 

MOTION CARRIED UNANIMOUSLY.

D. #10-051 (Pond) Application of Eric & Renee Anderson, 10 Surrey Lane, North Stonington, CT  06359 to create a pond on property located at 10 Surrey Lane.  Tax Map #117, Parcel #1679.

 

Mr. Anderson was not able to attend the meeting.  The Commission will table his application until their July 14, 2010 meeting.

 

E. #10-057 (Accessory) Application of Ann H. Renehan, 51 East Clarks Falls Road, North Stonington, CT  06359 to construct a barn with septic system on property located at 51 East Clarks Falls Road.  Tax Map #98, Parcel #8423.

 

The applicant was not able to be present.  The Commission did individual site walks of the property and had no issues with the site and discussed WEO Berardi doing periodic checks on the excavating. 

 

MOTION by M. Gray, SECOND by K. Geary to approve application #10-057 with the condition that Wetlands Enforcement Officer Wayne Berardi review excavation on a monthly schedule.  MOTION CARRIED UNANIMOUSLY.

 

F.  #10-058 (Single-Family Residence) Application of Robert A. Deledda, P.O. Box 243, North Stonington, CT  06359 to construct a Single-Family Residence & garage on property located at 24 Billings Road, North Stonington, CT  06359.  Tax Map #45, Parcel #3110

 

Mr. Robert Deledda was present for this application.  The application was continued from the May 12, 2010 meeting and the Commission had no issues.

 

MOTION by R. Lewis, SECOND by A. Dobley to approve application #10-058 as submitted.  MOTION CARRIED UNANIMOUSLY.

7.   DISCUSSION

 

A.  1 Lakeside Drive – Culvert

 

Wes Lamphere came before the Commission to ask for input on maintenance work he would like to do on a culvert on his property.  The Commission scheduled a site-walk of the property for Wednesday, June 16th at 7:30 p.m.

 

B.  Fee Schedule

 

The Commission discussed the fee schedule and asked the Administrative Assistant to gather fee’s from other town’s to discuss at the Commission’s July 14th meeting.
