Draft Minutes

 

 

1.   CALL TO ORDER:

 

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, July 14, 2010 at 7:03 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman, Mac Gray, Ron Lewis, Kevin Geary, Arthur Dobley and Robert Miner (who arrived at 7:45 p.m.)

 

COMMISSIONERS ABSENT:  George Brown

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and WEO Wayne Berardi

 

2.   ADDTIIONS TO THE AGENDA

 

MOTION by K. Geary, SECOND by R. Lewis to amend the agenda to add application #10-085 under New Business and Blue Lake under Workshop.  MOTION CARRIED UNANIMOUSLY.      

 

3.  MINUTES

 

Review minutes of June 9, 2010 meeting.

 

MOTION by M. Gray, SECOND by K. Geary to approve the Draft Minutes of June 9, 2010 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

 

 

4.    OLD BUSINESS:   

 

#10-051 (Pond) Application of Eric & Renee Anderson, 10 Surrey Lane, North Stonington, CT  06359 to create a pond on property located at 10 Surrey Lane.  Tax Map #117, Parcel #1679.

 

Mr. Anderson was present and went over his site plan showing the pond location and pictures of the site with the Commission.

 

MOTION by K. Geary, SECOND by M. Grigg to approve application #10-051 with the following conditions:

 

1.  Minimum separation from pond to stream of 3 to 4 feet.

 

2.  Northwest corner of pond spillway lined with stone and elevated to 12 inches to retain water. 

 

MOTION CARRIED UNANIMOUSLY.

 

5.   NEW BUSINESS

 

A.  #09-028 (Single-Family Residence) Application of Niki Provatas, 34 Lincoln Avenue, Norwich, CT  06360 to construct a single-family residence on 8 Hickory Lane, North Stonington, CT  06359 (permit granted on 2/09/09, but has expired)  Tax Map 121, Parcel #3720.

 

Mr. Provatas was present and went over his application request with the Commission.  Mr. Provatas stated that when he applied for a zoning permit his wetlands permit was still good, but because of some delays, the permit has now expired.  The Commission reviewed his plan and stated it must sit for the statutory 30 day period.  The Commission will sign off on this application at their August 11th meeting.

 

Mr. Provatas stated he understood there was a vacancy on the Wetlands Commission and would be interested in filling the vacancy.  The Commission will send a letter to the Selectman asking them to appoint Mr. Provatas to the Commission.

 

B.   #10-084 (Single-Family Residence) Application of David K. Scholl, 4 Sunny Drive, Westerly, RI  02891 to construct a single-family residence on 114 Babcock Road, North Stonington, CT  06359.  Tax Map 110, Parcel #8200

 

 

Mr. Scholl, application and Mr. Robert Russo of CLA Engineers were present for this application.

 

Mr. Russo went over the site plan with the Commission and stated that there was a note on the Subdivision plan stating that Lots 1 and 2 must come back before the Wetlands Commission.

 

The Commission went over the plan and stated it must sit for the statutory 30 day period.  The Commission will sign off on this application at their August 11th meeting.

 

C.   #10-085 (Single-Family Residence) Application of Rob Hellstrom, P.O. Box 497, Columbia, CT  06237-0497 to construct a proposed driveway in review area and a single-family residence on property owned by David J. Ostigny located at 481 Pendleton Hill Road, North Stonington, CT  06359.  Tax Map #89, Parcel #4694

 

No one was present for this application.  The Commission scheduled a site walk for Wednesday, July 21st at 6:15 p.m. at the property.

 

6.   WORKSHOP:    

 

A.  Nicholas Mullane, 1st Selectman, to get Inland Wetlands input on various road culvert repairs due to March 30th flooding.

 

Mr. Mullane was unable to attend, but had maps for the Commission showing areas that need repairs.  The Commission reviewed and Mr. Mullane will attend the Commission’s August 11th meeting.

 

B.  Mr. William Hixson of the Blue Lake Tax District to discuss dam issues.

 

Mr. Hixson came before the Commission and stated he would like to replace the rip wrap below the dam.  The Commission had no issues with this.

 

7.   DISCUSSION

 

A.  Kristen Comstock/Pinewoods Road

 

Ms. Comstock came before the Commission to discuss issues with a stream and a issue where a carve out occurred. 

 

The Commission stated the cleaning of the stream is routine maintenance and to do it when it is dry and armor the side.  Chairman White will look at the carve out and see if it is also a maintenance issue. 

 

B.  Fee Schedule

 

The Commission reviewed fee schedules from 3 other towns and discussed.  The Commission will continue their discussion on this issue at their August 11th meeting.
