Draft Minutes
1. CALL TO ORDER:
Vice-Chairman Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, September 8, 2010 at 7:03 p.m.
COMMISSIONERS PRESENT:
Mark Grigg, Vice-Chairman, Mac Gray, Ron Lewis, Kevin Geary, Art Dobley and Robert Miner (who arrived at 8:16 p.m.)
COMMISSIONERS ABSENT: Duane White, Chairman and George Brown
STAFF PRESENT:
Cheryl Konsavitch, Administrative Assistant and Wetlands Enforcement Officer, Wayne Berardi
2. ADDTIIONS TO THE AGENDA:
MOTION by K. Geary SECOND by M. Gray to amend the agenda to add application #10-109 under New Business. MOTION CARRIED UNANIMOUSLY.
3. MINUTES:
Review minutes of August 11, 2010 meeting.
MOTION by K. Geary, SECOND by A. Dobley to approve the Draft Minutes of August 11, 2010 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
4. OLD BUSINESS:
#10-085 (Single-Family Residence) Application of Rob Hellstrom, P.O. Box 497, Columbia, CT 06237-0497 to construct a proposed driveway in review area and a single-family residence on property owned by David J. Ostigny located at 481 Pendleton Hill Road, North Stonington, CT 06359. Tax Map #89, Parcel #4694
Mr. Hellstrom was present representing Mr. Ostigny and showed a revised plan with the driveway moved as a suggestion by the Commission at their August 11th meeting. The Commission discussed drainage issues at length concerning the abutting properties.
Mr. Thomas Hahn of 479 Pendleton Hill Road, submitted a letter to the Commission from Boundaries, L.L.C. concerning the impacts of the proposed Ostigny Driveway. The Commission discussed the letter and the possible impacts to Mr. Hahn’s property.
MOTION by M. Grigg, SECOND by K. Geary to approve application #10-085 with the condition that there is no increased storm water runoff onto the property at 479 Pendleton Hill Road. Prior to the start of any construction, owner of 479 Pendleton Hill Road and the Inland Wetlands Enforcement Officer shall be notified and given the opportunity to review the construction details. The Inland Wetlands Commission also recommends that a single shared driveway be investigated to lessen the impacts to the wetlands. MOTION CARRIED UNANIMOUSLY.
5. NEW BUSINESS:
A. #10-105 (Boat Storage Sheds) Application of Dodson Boatyard, c/o Bob Snyder, 194 Water Street, Stonington, CT 06378 to expand boat storage sheds on property located in North Stonington with access to site only from Hopkinton, RI. Tax Map #112, Parcel #2483.
Mr. Bill Dowdell of Dowdell Engineering and Mr. Bob Snyder were present for this application.
Mr. Dowdell went over the site plan with the Commission and he stated would like to add a 100 x 100 feet to each boat storage shed. The Commission will do individual site walks and the applicant will return for the Commission’s October 13th meeting.
B. #10-109 (Single-Family Residence) Application of Frank F. Herrick, III, 29 Deloge Drive, Griswold, CT 06351 to construct a single-family residence with grading within the 100 foot wetlands buffer on property located at 345 Cossaduck Hill Road. Tax Map #45, Parcel #4829.
Mr. Herrick was present and went over the site-plan with the Commission. The application will sit for the statutory 30 days and the applicant will return for the Commission’s October 13th meeting.
C. Commission recommendation to Selectmen to appoint Marvin Chase, Jr. to the Wetlands Commission.
The Wetlands Commission consensus was to send a letter to the Selectmen recommending they appoint Mr. Chase to the opening on the Wetlands Commission which was held by D’arcy Cleveland who resigned.
6. WORKSHOP: None
7. DISCUSSION:
Fee Schedule & regulation update.
Atty. Zizka will be asked to review the current wetland regulations and update them as needed.
8. ENFORCEMENT OFFICER’S REPORT:
WEO Berardi discussed Sleepy Hollow Road with the Commission and stated the Town wants to remove gravel and lower the water in the brook to do work on the retaining wall.
The Commission discussed digging a channel so the water flows or to remove the material in the brook.
WEO Berardi suggested they re-establish the channel and leave the material. The Commission is to look at the site individually and get back to WEO Berardi with comments.
WEO Berardi also discussed work that was done in the brook on Charlie Smith’s property and that trees were taken down on the abutting property.
