Minutes Approved ~ December 9, 2009

 

 

1.   CALL TO ORDER:

 

Chairman Duane White called the Special Meeting of the Inland Wetlands Commission to order on Wednesday, November 18, 2009 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman, Ron Lewis, Kevin Geary, Arthur Dobley, George Brown and Mac Gray

 

COMMISSIONERS ABSENT:  D’Arcy Cleveland and Robert Miner

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDANone    

 

3.   MINUTES:

 

Review minutes of October 14, 2009 meeting.

 

MOTION by M. Gray, SECOND by A. Dobley to approve the Draft Minutes of 10/14/09 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

 

 

4.   OLD BUSINESS:    

 

#09-090 (Structure) Application of Stonington Congregation of Jehovah’s Witnesses, c/o Ron Sherman, 135 Liberty Street, Pawcatuck, CT  06379 for a modification to  approved site plan #09-013 pertaining to the construction of a Kingdom Hall, parking lot and possible geo thermal installation on property located at 530 Providence-New London Turnpike, North Stonington, CT  06359  Tax Map #112/Parcel #7791/8145

 

Mr. Alex Holowaty was present representing the applicant.

 

The Commission did individual site-walks of the property and had no issues.

 

MOTION by G. Brown, SECOND by M. Grigg to approve application #09-090 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

5.    NEW BUSINESSNone 

 

6.   WORKSHOPNone

 

7.   DISCUSSION:    

 

A.  51 E. Clarks Falls Road, constructing a driveway thru a wetland area

 

Mrs. Ann Renehan was not present.  The Commission received a letter from her Attorney pertaining to this matter.  The Commission decided that a Cease & Desist & Restore letter be sent to Mrs. Renehan.

 

B.  Pinewoods Road

 

Nicholas Mullane, 1st Selectman, Mike Shafer, Soil Scientist, Tom Collier, Attorney, Steve Holliday, Highway Foreman, Pat Lafayette, Engineer, and Shawn Murphy, Selectman came before the Commission to discuss Pinewoods Road.

 

They showed the Commission a rough preliminary draft of issues that pertained to drainage problems and discussed installing certain features on some problem areas on certain properties.  They also discussed detention basins and paving and would need the consensus of the property owners to pave.

 

The group was there for an informal discussion to give the Wetlands Commission a heads up on what they were planning on doing on the road.
