Draft Minutes

 

1.   CALL TO ORDER:

Vice-Chairman Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, January 14, 2009 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

Mark Grigg, Vice-Chairman, George Brown, Ron Lewis, Art Dobley, Kevin Geary, Arthur Dobley, Mac Gray and D’Arcy Cleveland,

 

COMMISSIONERS ABSENT:  Duane White, Chairman and Robert Miner

 

STAFF PRESENT:

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDANone 

 

3.   MINUTES:

 

Review minutes of 12/10/08 meeting.

 

MOTION by G. Brown, SECOND by R. Lewis to approve the Draft Minutes of 12/10/08 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC HEARINGSNone 

 

5.   OLD BUSINESS:    

 

 #08-091 (Accessory/Addition) Application of James Stoveken, 601 Main Street, Ridgefield, CT  06877 to construct a tractor shed and replace 2 older sheds with one larger one and expand “A” frame house with enclosed porch, bedroom addition and larger kitchen on property located at 73S Island Road, North Stonington, CT  06359 Tax Map #45, Parcel # 7984/7708

 

Mr. Dana Wokinski representing the applicant went over the engineered site plan and stated the house has been moved to accommodate the new septic design.

 

The Commission asked general questions pertaining to the site.

 

MOTION by G. Brown, SECOND by K. Geary to approve application #08-091 with the condition that erosion & sediment control is continued around the full extent of construction and/or disturbed area between it and the lake extending off what is shown on the plan.  Also, at the point of drainage from driveway a permanent vegetated berm shall be established to slow down drainage into the lake.  MOTION CARRIED UNANIMOUSLY.

 

6.   NEW BUSINESS:    

 

A.  #09-003 (Re-Subdivision)  Application of George C. Brown, 709 North Stonington Road,  Stonington, CT  06378 to construct a single-family residence on property located at 230/254 Mystic Road, North Stonington, CT  06359  Tax Map #107/114, Parcel #6171/7078

 

George Brown recused himself from this application.

 

Mr. George Brown represented himself on this application and went over the site-plan with the Commission for a 1-lot re-subdivision on a rear lot.

 

Mr. Brown stated there will be no construction within a 100’ of a regulated area.

 

The Commission will do individual site-walks of the property and the applicant will return next month at the Commission’s February 11, 2009 meeting.

 

B.  #09-005  (Private Drive)  Application of Arlene Ferrucci Steinlauf & Stephen Yardan, 55 Sound View Heights, Branford, CT  06405 for the construction of a private drive on Jeremy Hill Road in North Stonington, CT  06359 to access a subdivision in Stonington, CT  06378.  Tax Map #114/115, Parcel #3715/7823

 

George Brown recused himself from this application.

 

Phil Katz, P.E. of Stantec and Atty. Richard Coty were present for this application. 

 

Mr. Katz stated the application before the Commission is to provide access and egress to a 20-lot subdivision in Stonington by way of a 24 foot wide paved private roadway.

 

Mr. Nicholas Mullane, 1st Selectman asked questions of the applicant along with members of the Commission pertaining to vernal pools, sheet flow, public access and who will maintain the private road.

 

The Commission will do individual site-walks of the property and determine if an outside consultant is needed.  The applicant will return for the Commission’s February 11, 2009 meeting.

 

7.   WORKSHOP:  None

 

8.   DISCUSSION

 

A.  Mrs. Helen Lauterio to come before the Commission to discuss a possible wetlands issue on her property on Island Road (Billings Lake).

 

B.  Nicholas Mullane, 1st Selectman to come before the Commission to discuss a drainage problem on property located at 6 Milltown Road.

 

The Commission discussed a property on Indian Trail owned by Helen Lauterio.  The Commission requested that Ms. Lauterio come before the Commission to discuss the activity, but she was unable to attend this meeting, but stated her son will be attending the February 11, 2009 meeting.

 

B.  Nicholas Mullane, 1st Selectman to come before the Commission to discuss a drainage problem on property located at 6 Milltown Road.

 

Mr. Mullane discussed the drainage problem on Milltown Road and stated there is not enough capacity in the culvert which is creating a damming effect by the road and the culvert.  Mr. Mullane stated he came before the Commission to keep them updated on this situation and the Town will be doing some repairs in that area.

MOTION by R. Lewis, SECOND by G. Brown to adjourn the Inland Wetlands Commission Meeting at 8:49 p.m.  MOTION CARRIED UNANIMOUSLY.
