Minutes Approved ~ November 18, 2009

 

Chairman Duane White stated there was no quorum so New Business would be conducted with no official actions taken until a quorum is present.

 

5.    NEW BUSINESS

 

#09-090 (Structure) Application of Stonington Congregation of Jehovah’s Witnesses, c/o Ron Sherman, 135 Liberty Street, Pawcatuck, CT  06379 for a modification to  approved site plan #09-013 pertaining to the construction of a Kingdom Hall, parking lot and possible geo thermal installation on property located at 530 Providence-New London Turnpike, North Stonington, CT  06359  Tax Map #112/Parcel #7791/8145

 

Mr. Eric Jacobsen stated the applicant has added land to the original approved application and they are before the Commission to modify the approved site plan.  Mr. Eric Jacobsen went over the site plan with the Commission.  The Commission will do individual site walks of the property and the applicant will return for the November meeting.    

 

1.   CALL TO ORDER:

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, October 14, 2009 at 7:15 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman, Ron Lewis (arrived at 7:15 p.m.), Kevin Geary and Art Dobley

 

COMMISSIONERS ABSENT:  D’Arcy Cleveland, George Brown, Mac Gray and Robert Miner

 

 

 

STAFF PRESENT:

 

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDANone    

 

3.   MINUTES:

 

Review minutes of September 9, 2009 meeting.

 

MOTION by M. Grigg, SECOND by K. Geary to approve the Draft Minutes of 9/09/09 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

4.   OLD BUSINESS:    

 

A.  #09-065 (Accessory Structure) Application of Russ Stewart, 9 Billings Road, North Stonington, CT  06359 to install a 22’ x 21’ mini barn on property located at 9 Billings Road, North Stonington, CT  06359.  Tax Map #35, Parcel #5813.

 

Mr. Russ Stewart was present for this application.

 

The Commission did individual site walks of the property and Mr. Stewart went over his application with the Commission stating that he would like to place a mini barn on his property for storage.

 

MOTION by K. Geary, SECOND by M. Grigg to approve application #09-065 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

B. #09-066 (Construction of a Driveway) Application of James Johnson, P.O. Box 353, Ledyard, CT  06339 for the construction of a driveway, which a portion lies within delineated wetlands & 100’ upland review area.  Placement of 24 LF 15” cpp.  Area of wetlands to be disturbed is 3,039 square fee on property located at 296 Cossaduck Hill Road, North Stonington, CT  06359.  Tax Map #57, Parcel #4441

 

Susan Camp, Professional Engineer and the applicants James and Robin Johnson were present for this application.

 

The Commission did individual site walks of the property.  Ms. Camp went over the site-plan with the Commission and read a letter from Mark Sullivan, Soil Scientist into the record. 

 

The Commission discussed the amount of wetlands to be filled and the driveway width.

 

MOTION by K. Geary, SECOND by M. Grigg to approve application #09-066 with a request, not a requisite to the Planning & Zoning Commission to waive the 14’ width for the driveway to 10’.  MOTION CARRIED.

 

In Favor:  D. White, A. Dobley, M. Grigg, K. Geary

 

Opposed:  R. Lewis

A.  1st Selectman, Nicholas Mullane to discuss Pinewoods Road

 

The discussion on Pinewoods Road will take place at a later date. 

 

B.  31G Clarks Falls Road, Drainage issues

 

Chairman White stated that this issue has been taken care of.
