1. CALL TO ORDER:
Vice-Chairman Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, February 11, 2009 at 7:00 p.m.
COMMISSIONERS PRESENT:
Mark Grigg, Vice-Chairman, George Brown (left at 7:15 p.m.), Ron Lewis, Art Dobley, Kevin Geary, Mac Gray and Robert Miner (arrived at 8:00 p.m.)
COMMISSIONERS ABSENT: Duane White, Chairman and D’Arcy Cleveland

3. MINUTES:
Review minutes of 1/14/09 meeting.
MOTION by M. Gray, SECOND by G. Brown to approve the Draft Minutes of 1/14/09 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
4. PUBLIC HEARINGS: None
5. OLD BUSINESS:
A. #09-003 (Re-Subdivision) Application of George C. Brown, 709 North Stonington Road, Stonington, CT 06378 to construct a single-family residence on property located at 230/254 Mystic Road, North Stonington, CT 06359 Tax Map #107/114, Parcel #6171/7078
G. Brown recused himself.
Mr. Brown representing himself went over the site-plan with the Commission. Some members of the Commission did a site-walk of the property. The Commission did not see any problems with the site.
MOTION by K. Geary, SECOND by M. Gray to approve application #09-003 as submitted with the stipulation that the application come back before the Commission if any changes are made to the plan. MOTION CARRIED UNANIMOUSLY.
B. #09-005 (Private Drive) Application of Arlene Ferrucci Steinlauf & Stephen Yardan, 55 Sound View Heights, Branford, CT 06405 for the construction of a private drive on Jeremy Hill Road in North Stonington, CT 06359 to access a subdivision in Stonington, CT 06378. Tax Map #114/115, Parcel #3715/7823
Mr. Phil Katz, P.E. of Stantec, Atty. Richard Coty and Ms. Priscilla Baillie, Ph.D. of Marine & Freshwater Research Service were present for this application.
Mr. Katz went over the plan for the proposed private drive and Ms. Baillie went over her wetlands report of the property with the Commission.
The Commission discussed the plan and will decide at their meeting on March 11, 2009 if they should hire an outside consultant and possibly hold a Public Hearing on this application.
The applicant will return for the March 11, 2009 meeting.
6. NEW BUSINESS:
A. Tom Rogers, Manager of Treasury Services of the Mashantucket Pequot Tribal Nation is requesting the release of the following bonds for the Lake of Isles Golf Course:
Stormwater Management $5,850
Erosion & Sedimentation $216,172.00
Surface Water Quality Monitoring $11,562
Groundwater Quality Monitoring $11,569
MOTION by R. Lewis, SECOND by M. Grigg to table this item until the March 11, 2009 meeting. MOTION CARRIED UNANIMOUSLY.
B. #09-012 (Single-Family Residence) Application of Joseph Flynn/Laura Hoppel, 37 Lewis Street, Groton, CT 06340 to construct a single-family residence on property located at 24 Jeremy Hill Road, North Stonington, CT 06359 Tax Map #107, Parcel #7905
Mr. Flynn was present for this application and went over the site plan with the Commission. The floating drain will be in the buffer and the applicant will return for the March 11, 2009 meeting.
C. #09-013 (Structure) Application of Stonington Congregation of Jehovah’s Witnesses, c/o Ron Sherman, 611 Main Street, Hope Valley, RI 02832 to construct a Kingdom Hall on property located at Providence-New London Turnpike, North Stonington, CT 06359 Tax Map #112/Parcel #7791
Mr. Eric Jacobsen went over the site-plan of the property. The Commission discussed the sheet flow in the parking lot. The Commission would like the calculations for a 100 year storm. The applicant will return for the Commission’s March 11, 2009 meeting.
7. WORKSHOP: None
8. DISCUSSION:
A. Mrs. Helen Lauterio to come before the Commission to discuss a possible wetlands issue on her property on Island Road (Billings Lake).
Ms. Lauterio’s son came before the Commission and stated that the work they had done on the property consisted of taking down small brush and a dead tree and replanting grass. He also stated that he regarded an area 40 across and 50 feet deep and took down an old wall that was falling down.
The Commission had no issues with the work done on the property.
B. Shunock River Estates – possible work being done in the wetlands.
A Commission member stated that there is possible work being done in the wetlands and the Commission members will do individual site walks on the property.
