Draft Minutes

 

 

1.   CALL TO ORDER:

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, October 8, 2008 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman (arrived at 7:03 p.m.), Kevin Geary, George Brown, Ron Lewis, Mac Gray and Arthur Dobley

 

COMMISSIONERS ABSENT:  D’Arcy Cleveland and Robert Miner

 

STAFF PRESENT:

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer (arrived at 7:10 p.m.)

 

2.   ADDTIIONS TO THE AGENDA

 

MOTION by R. Lewis, SECOND by K. Geary to add application #08-091 under New Business.  MOTION CARRIED UNANIMOUSLY.

 

3.   MINUTES:

 

Review minutes of 9/10/08 meeting.

 

MOTION by M. Gray, SECOND by K. Geary to approve the Draft Minutes of September 10, 2008 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC HEARINGSNone 

 

5.   OLD BUSINESS:    

 

A.  #08-063 (Accessory Structures & regarding) Application of James A. Tefft, Jr., P.O. Box 1244, Hope Valley, RI  02832 to construct a porch & deck (8 x 40 front, 14 x 40 side, 8 x 40 back), garage (15 x 24) and re-grade front yard on property located at 72C Stillman Road, North Stonington, CT  06359.  Tax Map #118, Parcel #8440 in an R-60 Zone.

 

Mr. Tefft was present for this application

 

The Commission did a site-walk of the property and went over the application with Mr. Tefft.

 

MOTION by M. Gray, SECOND by G. Brown to approve application #08-063 as submitted.  MOTION CARRIED UNANIMOUSLY.

 

B.  #08-067 (Single-Family Residence) Application of William Hescock, 60 Main Street, North Stonington, CT  06359 to construct a single-family residence on property located at 62K Patricia Avenue, North Stonington, CT  06359.  Tax Map #45, Parcel #8036 in an R-80 Zone.

 

Mr. Peter Gardner, who is representing the applicant, was not present for this application, but submitted revised plans and a letter to request a continuance on this application until next month.

 

The Commission went over the revised plans and G. Brown read the letter from Mr. Gardner into the record.

 

MOTION by G. Brown, SECOND by M. Grigg to accept Mr. Gardner’s request to continue this application until next month.  MOTION CARRIED UNANIMOUSLY.

 

C.  #08-079 (Wetlands) Application of Algonquin Gas Transmission, L.L.C., c/o Terrance Doyle, Spectra Energy, 890 Winter Street, Suite 300, Waltham, MA  02451  Tax Map #21, 67, 84, 58, Parcel # 2376 & 6606 for the replacement of Algonquin’s existing E-3 system pipeline with a new 12” pipeline with their existing right-of-way in the Town of North Stonington.  Tax Map #21, 67, 84, 58, Parcel # 2376 & 6606

 

Mr. Terry Doyle and Mr. Dennis Blais were present for this application.

 

The Commission discussed the application and K. Geary will monitor the site when work begins and the applicant will contact the Land Use Office when work begins.

 

MOTION by G. Brown, SECOND by R. Lewis to approve application #08-079 with the following conditions:

 

1.      Wood chip berm to be used in lieu of silt fence and

2.      No activity until berm is in place

 

MOTION CARRIED UNANIMOUSLY.

 

6.   NEW BUSINESS:    

 

#08-091 (Accessory/Addition) Application of James Stoveken, 601 Main Street, Ridgefield, CT  06877 to construct a tractor shed and replace 2 older sheds with one larger one and expand “A” frame house with enclosed porch, bedroom addition and larger kitchen on property located at 73S Island Road, North Stonington, CT  06359 Tax Map #45, Parcel # 7984/7708

 

WEO Berardi stated that since the house is 60 feet from the lake this application needs to come before the Commission.

 

The Commission has scheduled a site-walk of the property on Sunday, October 26, 2008 at 8:30 a.m.
