Draft Minutes
Chairman Duane White stated there was no quorum so a workshop would be conducted with no official actions taken until a quorum is present.
7. WORKSHOP:
Nick Mullane, 1st Selectman went over drainage issues at the school athletic field. The Commission directed Mr. Mullane to submit an application for the next meeting. Mr. Mullane also went over the Town Hall parking lot and the need to fix a wall that was falling apart.
1. CALL TO ORDER:
Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, September 10, 2008 at 7:15 p.m.
COMMISSIONERS PRESENT:
Duane White, Chairman, Mark Grigg, Vice-Chairman (arrived at 7:42 p.m. & left at 8:05 p.m.) Kevin Geary, Ron Lewis, Mac Gray and Arthur Dobley
COMMISSIONERS ABSENT: D’Arcy Cleveland and George Brown

3. MINUTES:
Review minutes of 8/13/08 meeting.
MOTION by K. Geary, SECOND by R. Lewis to approve the Draft Minutes of August 13, 2008 as presented. MOTION CARRIED UNANIMOUSLY.
4. PUBLIC HEARINGS: None
5. OLD BUSINESS:
A. #08-063 (Accessory Structures & regarding) Application of James A. Tefft, Jr., P.O. Box 1244, Hope Valley, RI 02832 to construct a porch & deck (8 x 40 front, 14 x 40 side, 8 x 40 back), garage (15 x 24) and re-grade front yard on property located at 72C Stillman Road, North Stonington, CT 06359. Tax Map #118, Parcel #8440 in an R-60 Zone.
Mr. Tefft was present for this application
The accessory structures are already built and Mr. Tefft is before the Commission for the re-grading of the front yard.
ZEO Berardi explained that there is a significant amount of fill that goes right up to the wetlands that needs to be graded and stabilized and the Commission needs to act on this application.
Mr. Tefft stated the reason he is re grading is because there is a large hole on his property that existed from the previous owner which he used to throw brush and garbage in it.
The Commission has scheduled a site walk of this property for Monday, September 15, 2008 at 6:00 p.m. and the applicant will return for the October 8, 2008 meeting.
B. #08-067 (Single-Family Residence) Application of William Hescock, 60 Main Street, North Stonington, CT 06359 to construct a single-family residence on property located at 62K Patricia Avenue, North Stonington, CT 06359. Tax Map #45, Parcel #8036 in an R-80 Zone.
Mr. Peter Gardner was present for this application and went over the site-plan with the Commission.
The Commission discussed the site and scheduled a site-walk of the property for Monday, September 15, 2008 at 5:00 p.m.
C. #08-072 (Addition) Application of Dana E. Wolinski, 77 Browning Road, Griswold, CT 06351 to construct a 12’ x 28’ addition on property located at 39L Ledgen Wood Road, North Stonington, CT 06359. Tax Map #45, Parcel #4009 in an R-80 Zone.
Mr. Dana Wolinski was present for this application and the Commission had no issues with the application.
MOTION by R. Lewis, SECOND by M. Gray to approve application #08-072 as submitted. MOTION CARRIED UNANIMOUSLY.
6. NEW BUSINESS:
#08-079 (Wetlands) Application of Algonquin Gas Transmission, L.L.C., c/o Terrance Doyle, Spectra Energy, 890 Winter Street, Suite 300, Waltham, MA 02451 Tax Map #21, 67, 84, 58, Parcel # 2376 & 6606 for the replacement of Algonquin’s existing E-3 system pipeline with a new 12” pipeline with their existing right-of-way in the Town of North Stonington. Tax Map #21, 67, 84, 58, Parcel # 2376 & 6606
Mr. Terry Doyle, Dennis Blais and Bill McNaugh were present for this application.
Mr. Doyle went over the application with the Commission and stated they would be crossing 1 wetland. Mr. Blais and Mr. McNaugh also added some information about this project.
The application will sit for the statutory 30 day time period and the Commission will sign off on it at there October 8, 2008 meeting.
8. DISCUSSION:
M. Gray asked the Commission for some direction on doing some timber harvesting at the Groton Sportsman’s Club.
The Commission stated that it is an agricultural use permitted by right and to use Best Management Practices.
9. ENFORCEMENT OFFICER’S REPORT:
WEO Berardi stated he had inspected the site of the future Little League fields on Swantown Road and found no wetland issues.
