Minutes Approved ~ May 14, 2008

 

 

1.   CALL TO ORDER:

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, March 12, 2008 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman (7:15 p.m.), Kevin Geary, Mac Gray, George Brown, Arthur Dobley and Ron Lewis

 

COMMISSIONERS ABSENT: Robert Miner and D’Arcy Cleveland

 

STAFF PRESENT:

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi,Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDA

 

MOTION by G. Brown, SECOND by M. Gray to amend the agenda to take the Items from New Business and put them under Old Business and add application #08-015 under New Business.  MOTION CARRIED UNANIMOUSLY.

 

3.   MINUTES:

 

Review minutes of 2/13/08 meeting.

 

MOTION by G. Brown, SECOND by R Lewis to approve the Draft Minutes of February 13, 2008 as presented.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC HEARINGSNone 

 

5.   OLD BUSINESS

 

A.  #08-002 (Residential Caretaker) Application of Jason & Susan Storey, 62 Yawbux Valley Road, North Stonington, CT  06359 to construct a residential caretaker residence on property located at 70 Yawbux Valley Road, property of Kathryn Burgess, North Stonington, CT  06359.  Tax Map #86, Parcel #7056

 

Jason & Susan Storey were present for this application.

 

MOTION by G. Brown, SECOND by R. Lewis to approve application #08-002 with the condition that sediment & erosion control is in place on the foot of the slope on the driveway.  MOTION CARRIED UNANIMOUSLY.

 

B.  #08-007 (Fill Permit) Application of Lake of Isles, L.L.C., c/o Archie Cart, 1 Lake of Isles Road, P.O. Box 3202, Mashantucket, CT  06338 to fill 3,274 sq. ft. of an isolated  and degraded wetland located on hole 18S.  Proposed mitigation of historic forested wetland fill of equal or greater area near hole 15S at Lake of Isles Golf Resort in North Stonington, CT Tax Map #67, Parcel #2376

 

Mr. Michael Boland was present for this application.

 

The Commission had previously done a site walk of this property for this application and had no issues.

 

MOTION by M. Gray, SECOND by G. Brown to approve application #08-007 as presented.  MOTION CARRIED UNANIMOUSLY.

 

6.   NEW BUSINESS

 

#08-015 (Single-Family Residence) Application of Gordon C. Hyde, 368 Northwest Corner Road, North Stonington, CT  06359 to construct a single-family residence that appears to be encroaching in the wetlands buffer on property located at 382 Northwest Corner Road, North Stonington, CT  06359.  Tax Map #32, Parcel #7693

 

The applicant was not present.

 

WEO Berardi reviewed the application and it appears they may be encroaching in the wetlands buffer.  The applicant will be notified and be present at the Commission’s April 9, 2008 meeting.

 

 

 

 

 

7.   WORKSHOP

 

Ms. Gayle Gulaya and Mr. Randy Winslow of Clarks Falls Road came before the Commission to discuss drainage issues on their properties in regards to drain pipes in the driveway. 

 

The Commission will do a site-walk of the property on Sunday, March 16, 2007 at 8:30 a.m. to see if they can offer any suggestions.

 

8.   DISCUSSION

 

Chairman White discussed drainage issues on Pinewoods Road.  WEO Berardi will talk to 1st Selectman Nick Mullane and Highway Foreman Steve Holliday about this issue.

 

9.  ENFORCEMENT OFFICER’S REPORT

 

A.  476 Norwich-Westerly Road

 

B.  185 Wyassup Road

 

WEO Berardi discussed with Commission and didn’t have any issues. 

 

10.  CORRESPONDENCE

 

The commission went over their correspondence and discussed a letter from the Selectmen asking them to contribute money from their Wetlands mitigation fund to help purchase the Mystic Seaport property.

 

The consensus of the Commission was to contribute $50,000 towards this purchase from their fund.

 

11.  ADJOURNMENT 

 

MOTION by, M. Grigg, SECOND by M.Gray to adjourn the Inland Wetlands Commission Meeting at 8:15 p.m.  MOTION CARRIED UNANIMOUSLY.
