Minutes Approved ~ August 8, 2007




1.   CALL TO ORDER:
Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, July 11, 2007 at 7:00 p.m.

COMMISSIONERS PRESENT:
Duane White, Chairman, Mark Grigg, Vice-Chairman, Arthur Dobley, Kevin Geary, D’Arcy Cleveland, Mac Gray (arrived at 7:05 p.m.)

STAFF PRESENT:
Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer (arrived at 7:17 p.m.)

2.   ADDTIIONS TO THE AGENDA None  

3.   MINUTES:  

MOTION by K. Geary, SECOND by M. Grigg to approve the Draft Minutes of June 13, 2007 as presented.  MOTION CARRIED UNANIMOUSLY.

4.   PUBLIC HEARINGS None   

5.   OLD BUSINESS

A.  #07-076 (Single-Family Residence) Application of Daniel C. Amici, 228 Clarks Falls Road, North Stonington, CT  06359 for a Wetlands Permit for a Single-Family Residence on property located at 228 Clarks Falls Road, North Stonington, CT  06359.  Map #105, Parcel #9724

Mr. Daniel Amici was present for this application and reviewed his site-plan with the Commission.

MOTION by M. Grigg, SECOND by D. Cleveland to approve application #07-076 as submitted.  MOTION CARRIED UNANIMOUSLY.

B.  #07-101 (10- lot Subdivision) Application of Concord Equity Group, L.L.C./Courtyard 10, L.L.C., c/o Dana Barnes, Mgr., 16 William F. Palmer Road, Moodus, CT  06469 for a Wetlands Permit for a 10-lot subdivision with activity within the upland review area for property located on Babcock Road, North Stonington, CT  06359.  Map #110, Parcel #3901

Mr. Mike Healey and Dana Barnes were present for this application.

Mr. Healey went over the revised site plan with the Commission.

MOTION by M. Grigg, SECOND by K. Geary to approve application #07-101 with the following conditions:



1.      Note on plan to identify Conservation Area, and any activity being done in the Conservation Area will need Wetland approval prior to any activity being started.

2.      Soil Scientist signature on final plan

3.      Lot #8 as identified on plan of June 10, 2007 does not need to come back before the Inland Wetland Commission prior to build out.  Lot  #8 and Free split Lot A may be switched by the applicant in the future and thus Lot A does not need to come back before the Commission.  The new Lot #8 on the westerly portion will come back before the Inland Wetland Commission as will all other lots in the subdivision.



MOTION CARRIED UNANIMOUSLY.  



6.   NEW BUSINESS:

A.  #07-110 (Accessory) Application of William Corrigan, 185 Wyassup Road, North Stonington, CT  06359 for a Wetlands Permit to construct a shed  and barn on property located at 185 Wyassup Road, North Stonington, CT  06359.  Map #87, Parcel #6758.

 
Mr. Bill Corrigan was present for this application.

The Commission reviewed the site where the proposed structures will go and the applicant will stake out the site.

The Commission will do a site-walk of the property on Tuesday, July 24, 2007 at 5:00 p.m.  The applicant will return at the Inland Wetlands August 8, 2007 meeting.

B.  #07-112 (Duplex) Application of Gary J. Winalski, 9 Heritage Drive, Stonington, CT  06378 for a Wetlands Permit to cross wetlands for access to a proposed duplex residence, construct a fire pond and minor grading for property located at 152 Wyassup Road, North Stonington, CT  06359.  Map #95, Parcel #6223.

Mr. Gary Winalski was present for this application.

Mr. Winalski went over the site plan with the Commission and discussed the wetlands crossing and a possible pond.

The Commission will do a site-walk of the property on Tuesday, July 24, 2007 at 5:30 p.m.  The applicant will return at the Inland Wetlands August 8, 2007 meeting.

C.  #07-113 (Single-Family Residence) Application of Brian M. & Deborah M. Browne, 10 Pinewoods Road, North Stonington, CT  06359 for a Wetlands Permit to construct a Single-Family Residence with extension of existing driveway within the 100’ review area on property located at 10 Pinewoods Road, North Stonington, CT  06359.  Map #90, Lot #6572.

Mr. John Comeau was present for this application.

Mr. Comeau went over the site plan with the Commission and the Commission will do individual site walks of the property.

The applicant will return at the Inland Wetlands August 8, 2007 meeting.
 
7.   WORKSHOP

Mr. Donald Sherman to discuss a wetlands crossing on property located at 209 Denison Hill Road, North Stonington, CT  06359.  Map #73, Parcel #9897

Mr. Sherman came before the Commission to discuss a possible wetlands crossing on a 34-acre parcel.

8.   DISCUSSION:
      
A.      Progress on the Regulation Updates

No update on the regulation updates

B.      Update on the IWC fee schedule

The Commission will discuss the fee schedule at their August 8, 2007 meeting.
9.  ENFORCEMENT OFFICER’S REPORT:
 
WEO Berardi discussed property at 1 Pond Drive for an accessory structure with possible wetlands and discussed with the Commission the Stimpson property on Lantern Hill Road.

10.  CORRESPONDENCE

The commission went over their correspondence.

11.  ADJOURNMENT   

MOTION by, D. White, SECOND by Mark Grigg to adjourn the Inland Wetlands Commission Meeting at 8:35 p.m.  MOTION CARRIED UNANIMOUSLY.
