Minutes Approved ~ October 10, 2007

 

 

1.   CALL TO ORDER:

Chairman Duane White called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, September 12, 2007 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

Duane White, Chairman, Mark Grigg, Vice-Chairman, Arthur Dobley, Kevin Geary,  Mac Gray , Ron Lewis and George Brown

 

STAFF PRESENT:

Cheryl Konsavitch, Administrative Assistant and Wayne Berardi, Wetlands Enforcement Officer

 

2.   ADDTIIONS TO THE AGENDANone

 

3.   MINUTES:

 

MOTION by R. Lewis, SECOND by M. Grigg to approve the Draft Minutes of August 8, 2007 as presented.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC HEARINGSNone 

 

5.   OLD BUSINESSNone 

 

 

 

 

6.   NEW BUSINESS

 

A.  #07-130 (Single-Family Residence Seasonal) Application of Thomas Burdick, Sr., 10 Old Depot Road, Charlestown, RI  02813 to construct a single-family seasonal residence on property located at 44Q Wyassup Lake Road (Armstrong Pentway), North Stonington, CT  06359.  Map #70, Parcel #3935.

 

Mr. Anthony Nenna, of On-Site Engineering representing the applicant was present for this application. 

 

Mr. Nenna went over the proposed site-plan with the Commission.

 

The Commission has scheduled a site-walk of the property on Sunday, September 16, 2007 at 8:30 a.m.

 

The applicant will return next month for the Commission’s October 10, 2007 meeting.

 

B.  #07-135 (Repair & improve existing berm & outlet to Lantern Hill Pond) Application of MPTN Planning Department, c/o Peter Georgetti, 102 Pequot Trail, Mashantucket, CT  06338 to repair and improve existing berm and outlet to Lantern Hill Pond.  Tax Map #92, Parcel #089534

 

K. Geary recused himself.

 

Mr. Buddy Gardner and Peter Georgetti of MPTN Planning Department and Steve Masalin of Public Works Director/Town Engineer for Ledyard were present for this meeting.

 

Mr. Georgetti went over the existing conditions at the site and the proposed improvements.

 

The Commission has scheduled a site-walk of the property on Sunday, September 16, 2007 at 9:30 a.m.

 

The applicant will return next month for the Commission’s October 10, 2007 meeting.

 

C.  #07-137 (Single-Family Residence) Application of Matthew J. Clancy, 50 Benjamin Road, Preston, CT  06365 to construct a single-family residence on property located at 48 Anna Farm Road West, North Stonington, CT  06359.  Map #25, Parcel #5798  

 

Mr. Clancy was present for this application.

 

The Commission did not see any impacts to the wetlands with this proposal and directed the WEO Berardi to sign off on this application.

 

7.   WORKSHOPNone 

 

 

 

8.   DISCUSSION:

    

A.     Progress on the Regulation Updates

 

G. Brown stated the WPCA has retained the Town Attorney on some issues they need addressed and the regulation updates have been tabled until those issues are resolved.

 

B.     Update on the IWC fee schedule

 

Chairman White stated the IWC fee schedule will be implemented when the regulation updates are finalized and ready for Public Hearing.

 

9.  ENFORCEMENT OFFICER’S REPORT:

 

WEO Berardi went over some possible wetlands issues on Dennison Hill Road.

 

10.  CORRESPONDENCE

 

The commission went over their correspondence.

 

11.  ADJOURNMENT 

 

MOTION by, M. Grigg, SECOND by G. Brown to adjourn the Inland Wetlands Commission Meeting at 8:00 p.m.  MOTION CARRIED UNANIMOUSLY.
