Meeting Called to Order at 7:05 p.m.

Commissioners in attendance, Brett Mastroianni, Brad Currier, Brent Woodward, Linda Pershaec, Peter Bogoian, Robert Kimball, Gladys Chase and absent Marilyn Mackay.
Juliet Leeming, SPZEO was also in attendance.
                

Treasurer’s report:
Robert Kimball, Treasurer reported balance of $5300. No new expenditures this month.

Review of December 16, 2010 minutes. Motion made by Brent Woodward and seconded by Robert Kimball to accept minutes as presented

OLD BUSINESS:

  • Update -The Community Health Center: Westerly Hospital opened an Affiliated, nonprofit Community Health Center in North Stonington, CT, Providing, Urgent Care, Primary Care and Physical Therapy. Alan Pesch (to be confirmed)
North Stonington Physical Therapy - Sports Center and Urgent Care Center
The entire commission was very appreciative on the work they have accomplished in such a small amount of time and that their decision to chooses the North Stonington Professional Park was a “Home Run” for the town of North Stonington and their residence. creating Jobs, Jobs, Jobs, and a exceptional health  center that provides immediate medical care for our residence and the region 365 days a year from  7:00 AM to 9:00 PM. Top notch service while providing an increase to our tax base in 2011 and in the years to come.
Update: The center will provide both, Urgent and primary care facilities. The Urgent care should be up and fully operating in February. The North Stonington Center has created approximately 35 new jobs to the local area. An additional 15 new jobs over the next several months. The Center has serviced numerous residence since they opened in November 2010.
North Stonington Physical Therapy - Sports Center and Urgent Care Center located at the North Stonington Professional Center at the Rotary, Route 184, North Stonington Update was provided By; Dr. Paqui Motyl, Director of the North Stonington Facility.
  • Update - Milltown Commons; “A New England Style Hamlet, North Stonington, CT; Alan Pesch “Where we are today” Follow-up and discussion.   
Milltown Commons: Alan Pesch, owner, partner, and Developer provided the Commission with the following email Report;
Quick overview:
In September 2010 the final text amendment was approved by Planning and Zoning Commission allowing for submission of the Master Plan at the site of Rotary of Routes 2 & 184.
Phase I of Milltown essentially complete at Route 184 entrance – 30,000 sq. ft. Medical Center – Physical Therapy opened October 2010 and Urgent Care/Primary Care to open February 2011 – community enhanced health care.~
Jobs (25+) provided to local contractors during construction phases.~ North Stonington contractors included masonry workers, electrical workers, equipment rentals, aggregate materials, plowing/landscaping, etc., with over $350,000 paid out.~ This number will increase as the construction is still underway.
Hospital hiring 30+ permanent employees
Tax base increased by $4M:~ structure, medical equipment.~ This is NOT non-profit.
Current Master Plan activity:
        1) Incorporating affordable housing per Town’s directives and requests
        2) Regional marketing
                a) Residential requests/survey
                b) commercial pads commitments, drug store, hotel, grocery store, bank, assisted living.

Again, the entire EDC is very appreciative of the work accomplished from conception to operation. The North Stonington Park is a “Home Run” for the town in that it will
continually provide medical service ad health benefits to the region, create professional opportunities while positively adding to out tax base
The EDC foresees the future growth and demand for like services at the N. S. Professional Park and encourages future development of Milltown Commons, assisting whenever possible.

3)  EDC Business Assoc:  The meeting was January 19, 2011. Brett Mastroianni Co-president, reported that the next general meeting will be February 10, 2011. Plans are underway to try to grow membership by networking. The community events have been very well received.

NEW BUSINESS:

  • North Stonington Infrastructure;
Nicholas Mullane / Representative of WPCA (discussed the matter being brought to the town meeting.
      
     A motion was made by Robert Kimball and seconded by Linda Pershaec that the Economic Development Commission participate and support the WPCA (Water Pollution Control Authority) in obtaining the approval of WPCA Regulations for the Town of North Stonington Ordinance Revision Adopted July 12, 1994, amended through September 20, 2010.

Motion to keep the slate the same made by Linda Pershaec seconded by Peter Bogoian. One vote cast

  •     3)  EDC 2010 – 2011 Proposed Budget, discussion  followed on the need to network. It was decide to add $5,000 to the consulting/marketing item.  Linda Pershaec will make the changes and Brad Currier will present the budget to the Selectman.                                                                               

CORRESPONDENCE:
Secretary read  email received from Alen Pesch  with his regrets that due to weather conditions he was unable to attend meeting. He gave a quick overview of the status of Milltown Commons as reported above.
