Opened meeting 7:00 p.m.


Roll call:

EDC Members present:  Robert Boissevain, Bradford Currier, Linda Pershaec, Marilyn Mackay and Peter Bogoian. Members absent: Mark Perkins, Brent Woodward and Robert Kimball.

Treasurer’s report:

Robert Kimball, Treasurer was absent. Report read by Chairman, Brad Currier. Balance $12,166.50
Spent in July Secter $ 2,247.00 and Recording Secretary $ 33.50 Total of $2,280.50

Review of minutes:

August 21, 2008 (presentation, discussion & vote) Motion to accept as presented made by Linda Pershaec seconded Marilyn Mackay. Passed

Old business:

1)      EDC’s  Public Survey, Marilyn Mackay and Robert Boissevain : on Hold for additional information.  Marilyn Mackay discussed the Affordable Housing Survey.  

2)      EDC Retention Program (Discussion & update). Brad has 51 street cards of commercial parties. The group will take smaller groups of street cards and follow up with the owners. The groups will  be Robert Kimball and Brad Currier;  Robert Boissevain, Linda Pershaec and Peter Bogoian; Marilyn Mackay, Mark Perkins and Brent Woodward.
Brad attended class on retention program and discussed the following items:
CDI has available software for retention program. The cost is $300. It is a password accessible website. You input your own data. You can then provide reports.
It was suggested that you not go to the business with a survey in hand but make appointment to share helpful information.
Northeast Utilities said they would send someone to meet with the business owners for utility ideas and education, etc.
Motion was made by Peter Bogoian and seconded by Robert Boissevain to purchase the $300.  Retention Program.  Passed  

3)      Town Signage (Update from Selectmen’s Office) Brad will go with Nick Mullane to show the sign locations wanted. 201- Voluntown, Brown’s Farm, Route 2, Voluntown -North Stonington Line near Johnson Road.

4)      EDC web site (updates) Brad gave sample handouts of what will be available on the website. Sept 24, 25,26 Site finders tour is coming to the area. Bus tour, luncheon with the State and EDC Chairmen, etc. Each town will have an opportunity to show their available sites.   

5)       Sub Committee to over see the Planning and Zoning “Newly Revised” Zoning Regulations. ( discussion and suggestions)
Peter Bogoian and Robert Boissevain discussed the various changes in verbiage and the fact that most everything is now special permit. This would involve site plans and public hearings. This could totally slow down any future development. The feeling of the commission is if the developer meets all criteria, why do they need special permit?
Robert B, Peter B, and Brad C. will meet September 23 4 p.m. to discuss the changes and try to get a meeting with the Zoning Officer for September 26th.
