Bob requested a copy of Selectmen’s minutes where they voted to approve waiving municipal permit fees for the contractor. Kati will check with Robin on this.

Peter has already received an inquiry on the posting as to whether or not the Project Manager is a Town or an outside entity. Peter is the Project Manager.

OLD BUSINESS
Paul prepared a synopsis of Project status for publication in the North Stonington Quarterly. He will forward to them after tonight’s meeting.
MOTION by Bob Shabunia to have Paul Kowack forward the report to the North Stonington Quarterly. Second by Paul Kowack. All in favor, motion passed.
Peter was brought up to speed on what changes were made during the September 1 Workshop. Bob has been penciling the changes directly onto the drawings.
Bob brought attention to the 3’ concrete end wall in the apparatus bay. He does not feel that we will be getting sufficient insulation R value with this. . Peter has to investigate what the appropriate R value for this space is. Committee suggested removing the concrete wall, as this is where a future fifth bay would be added. Peter then recommended using cement board to replace the proposed 3’ concrete wall, up to 8’. After some discussion it was decided that Peter will ask Silver Petrucelli for suggestions of more efficient products for use on the South end wall.
Ryan had concern that this could slow Silver Petrucelli too much, Peter indicated it would not.
Charlie asked if exterior lighting had been determined during the workshop. It was decided to eliminate the exterior goose neck lighting and go with wall packs. Charlie asked if project was exempt from municipal exterior lighting requirements. Peter did not believe that was so. Bob stated that the angle of the lighting unit will be set so that it does not spill off of the property. Bob pointed out that the lighting plan has not been updated. This is one of the sheets missing, and necessary, for P&Z approval.
Various lighting and lighting types were discussed at the workshop and notes were forwarded to Peter. Workshop notes included at the end of these minutes.
Motion lighting was identified in most rooms, but override switches are requested in these rooms.
Desired override switch locations were identified on the drawings.
A single switch is requested at the base of the stairs to the mezzanine to control lights in both the mezzanine and the stairwell. Light switches were not indicated on the drawings in all of the lighting locations.
It is unclear from the drawings what the bay switches control. There is no night lighting in the bays shown in the drawings.
The correct lighting plans are shown on the old plans. Silver Petrucelli needs to review these to see proper locations, etc. of the lighting.
Peter will be notifying David Stein of Committee’s lighting/switch requests.
It was not immediately clear that emergency lighting had been included in the new drawings, it was also unclear as to whether or not they were included in the lighting schedule.
All corridors need at least one emergency light.
Larger rooms should have ceiling mounted occupancy sensors. (meeting room and day/radio room)
Symbols in in the various schedules/legends – not just electrical - do not always match symbols on the plans.
Bob expressed his frustration at the sloppiness coming out of Silver Petrucelli. Peter stated that some of the things aren’t done, which is part of the process. Hopefully they pick it up later, if not, there’s a problem. Bob asked if Silver Petrucelli would be picking it up under Errors and Omissions. Peter stated reviewing documents is an iterative process and we can’t’ judge these as completed documents We still have to continue to review and point out what we see. Bob countered that it puts more work on Committee to verify that changes have taken place and it adds time to the project. The longer we delay the more our costs go up. Bob also commented that it appears that SP@A did not review the last bid package for changes that the Committee had made in the plans and incorporate
them into the current plans. Will SP@A provide updates to plans with changes for the Committee to review before approval?
Paul echoed Bob’s frustration with gaps in the process with Silver Petrucelli
Outlets in the bay area are requested to be 4’ high. There was a question of putting a 220 outlet in the bays, but decided it was not necessary.

MEETING adjourned at 6:55 PM, followed by a workshop
Workshop involved discussion relative to location of the antenna. There was discussion of placing siren and antenna in/on a cupola w/a hatch from the mezzanine for access. It was decided that Peter would send a copy of the site plan to the individual who services the Fire Company’s radios seeking input and suggestions on the most desirable locations for the antenna.
Discussion then moved to floor finishes. It was decided that carpeting will be eliminated and that floor treatments for office, hall and bunk rooms will be vinyl flooring. The kitchen, decon room, laundry room and all bathrooms will have epoxy flooring w/coped edges. The storage room and the bay floors will be concrete, and all concrete floors will be sealed.
IT for the building will need to be bid separate for the building contract. Ryan Burdick invited Zack Brayman (fire company IT person) to begin that discussion.

Review of Schematic Design Drawings
A6.0: Does the insulation at the concrete level on the end walls meet code?
A7.1: Install 4 double duplex electric boxes, 4’ off of the floor in the bay area, on firewall.
Is there any lint separating device for the gear washer? Is one needed? (P200 does not indicate one has been included.)
A6.1: Replace gooseneck fixtures with LED wall packs.
P001: Symbols in legend do not match symbols on drawings.
P201: What does the symbol at front entrance w/cold water going to it represent?
E101: Why is the lighting in the NW corner office different from the other two offices? Should these all be the same?
Please make the following changes:
Room 124 – increase lighting from A to A1
Room 117 – reduce lighting from A1 to A
Room 115 – increase lighting to A2
Room 101 – at SE door, single switch to control 2 B1 lights over radio console

Are can lights in halls photo cell? Is there low level occupancy lighting in hall? If so, how is it activated?
It was noted that rooms all appear to have motion sensor lighting. Would like manual override switches installed in rooms with motion sensors.

What do dimmer switches in meeting room control? All lights? Some lights?
Install additional single door at the NW corner of meeting room.
ST1: Would like one switch installed in stairwell to control lighting there as well as mezzanine lighting.
T101:
Install call box w/connection to dispatch at the Rocky Hollow (front) entrance.
Eliminate card readers.
Replace card readers with digital touchpads and buzzer system at front and rear doors.
Install digital touchpads at SCBA (Rm 129) door and doors at 4 corners of apparatus bays.
Remaining exterior doors install key locks.
In apparatus bay, between rooms 123 and 124, install wall mounted sloped desk w/drawer, approximately 4’x2’.
