OLD BUSINESS:
Paul Kowack stated that Peter Springsteel will be preparing the monthly budget reports for USDA.  Paul will continue monitoring invoices against the budget.  Paul asked Mark Perkins if there were any objections to his contacting Tim Suchocki and/or Mike Godino for some clarification.  It appears to Paul that all of the billing from Mr. Suchocki is coming off of the main contract figure.  Mark suggested Paul speak with Mike Godino regarding this.

Committee was informed that the Fire Marshall, George Brennan, would like a set of plans and specs to review.  Peter will touch base with George and send him the code sheet.  George can let Peter know if there is anything more he needs.  A full set of plans are available at the Town Hall if he wants to go there to look at them.  

On May 14, 2015 a conference call took place with USDA, Silver Petrucelli, Town Counsel, Peter Springsteel, Mark Perkins, and Kati Murphy.  The call was initiated because USDA had concerns with the deduct alternates proposed in the bid for Phase I.  USDA instructed that the deduct alternates could be used, but must be listed sequentially, in an order to be determined by the Town/Committee.  Peter recommended that the deductions be listed as follows:  1) remove the rear canopy; 2) remove the front canopy and reduce the size of the living space in the bunk room area; 3) eliminate the 5th bay.   Bidders would have to submit a base bid, then bid each of the deducts.

 MOTION by Paul Kowack, second by Samuel Burdick, to continue to pursue USDA funding and to approve the prioritized list of deduct alternates, per the recommendation of Peter Springsteel.  
All in favor, motion passed.

Brian Elias asked that, should the Committee wish to go back to the Town and request additional funds to add some/all of the deduct alternates back in,  what would be the time frame in which to work.  The bids will be good for 90 days, so that would be the time frame in which they had to work, should the Boards of Selectman and Finance allow them to.

Sub-committees began bringing some of their findings forward. (Attached at the end of this document).  Peter will forward as much information as he has to Silver Petrucelli, but sub-committees should continue their reviews and report their findings back to Peter.  He will continue to forward comments to Silver Petrucelli as he receives them.  

In review the HVAC system Jon Bosma stated that he felt the furnaces and condensers could be reduced and the same effect could be achieved thru duct work, for less money.  Peter will bring the question to Silver Petrucelli and ask for an explanation as to why they did not go for this option when designing the building.  

Committee requested Peter get clarification from Silver Petrucelli on sizing the water lines and also why they are indicating a 20k gl. tank for fire suppression.  Committee requested Peter ask Versteeg Assoc.
if they think that size is appropriate.  

It was noted that there were several items that had been previously forwarded to Silver Petrucelli that were not included in the 95% Construction Documents.  Peter will address with Silver Petrucelli.  It was noted that monuments had not been included in the Landscape Plan.  There was some discussion on optimum location for monuments and flag pole.  It was decided by Committee to let Silver Petrucelli’s Landscape Architect determine best location, somewhere in the vicinity to the right of the main entrance.

The topic of additional funds to cover Don Smith’s services was discussed again.  David Stein’s contention was that additional funds for Don’s services were not included when the project was split into two phases and those costs are the Town’s responsibility.  It is the opinion of the Committee that this should be Silver Petrucelli’s responsibility, they should have included enough funding under Construction Administration to cover Don Smith’s services.  Peter will forward this information to Silver Petrucelli and will see what happens.  Committee has not seen an NTP or Change Order regarding this matter.

The Board of Selectman have not sent formal notification to Peter Springsteel regarding their May 12, 2015 decision to appoint Peter as Project Manager.  Once the agreement has been executed by the appropriate parties a copy will be provided to the Committee.

Sub-Committees will continue their reviews of the Construction Documents.  Committee will tentatively meet again on May 26, 2015 at 7:00 PM.

MEP Sub-Committee


*Have Mechanical Engineer justify the extremely long line set lengths that serve the furnaces in the attic mechanical rm. If location of the outdoor condenser coils is the only issue, than move them closer to the center of the building and line them side by side instead of the cube layout that is there now. Remove concrete walk to accommodate. *See print

*Change specifications from 1”fiberglass filter to 1” pleated filter to serve all furnaces

*Please confirm that these are 95+ gas furnaces, single stage heat, dual stage cooling (this ties in to line set length, keep as short as possible so the compressor doesn’t burn out, Trane recommends no more than 60’)

*Can we use conventional ductwork zoning to decrease equipment and service costs?
M002- Combine F6 and F7.  Combine F3 and F4. Combine F9 and F10. Keep zones as they exist now, add a two zone system with zone dampers and zone board. You are specifying high end equipment for this proposed building, as long as we don’t exceed the 5 tonnage benchmark, this is the best solution to decrease the significant amount of HVAC  equipment for the building.

*Power in Apparatus Bays? There must be air and power drops suspended by an overhead retractable reel 10’ in from the bay door. Power is 20 amp dedicated circuit for each drop. Compressed air was as specified  *see print for proper location

*Provide outdoor lighting in West Portico

*Provide decorative lighting above Apparatus Bay doors that face Rocky Hollow Road
i.e. gooseneck barn style fixture

*ES – Provisions for a lighted outdoor sign? Committee must make final determination on location

*Location of Memorial Monument? Will need outdoor uplighting to location.  Committee to determine location. Possibility of moving flag pole location to where memorial will be.
 i.e. outside of main entrance in grassy area, relocate (1) flagpole, remove other

*E201- add additional GFI outlet closer to outdoor condensers. Will serve as a service outlet

*Provide additional hose bib location on exterior wall of rm. 131 to service outdoor condensers
*Will SF-1 and SF-2 provide enough air movement in the Apparatus Bays during Summer months? Are they designed to just deliver the needed air exchanges for the space?
If not, please add 2 large circular ceiling fans, symmetrically located off each gable wall, to accomplish this. (I.e. Big Ass Fan)

*Specifications were given to rough-in a future Hose/Gear Dryer to be located in rm. 154 on the exterior wall. Were they included in the plans?

*Replace 3/4” Hose Reels that serve water fills for trucks with 1 1/2 “ ball valves w/ 1 ½” NPT fitting, with handles long enough to be reached by someone standing on the hose bed of each truck. Provide enough flexible hose to reach each fill compartment

22. REMOVE BOTH FLAG POLES OUTSIDE. INSTALL ONE NEW FLAG POLE. POSSIBLE RELOCATE THE ONE FLAG POLE CLOSER TO THE REAR MAIN ENTRANCE.FOR FUTURE RELOCATION OF THE FIRE / EMS MOMUMENT. FLAG POLE NEEDS TO LIGHTED.



B. Elias Notes:


- Change door 144a to one-way (no entry from hallway)
- Change door swing on EMS 155 (swing out of caged in area)
- Add key card reader to door 118b in kitchen; pre-wire door 118a for key-card only
- Install circulating fans in overhead bay area
- Overhead bay doors should roll up on roof angle
- Add electrical above gear lockers in apparatus bay
- Change references to a time-clock (for day/night light switching) to photo-cell
- Review original punch list items (see attached) and ensure all were implemented as discussed by committee (I am attaching my original document...some changes were made by committee)
