MINUTES

 

          1.    Call to Order/ Roll Call-Called to Order at 7:02 PM by First Selectman Murphy with Selectmen Donahue and Mullane in attendance.

2.    Pledge of Allegiance

3.    Discussion on Greene Gables-Hewitt Farm-Frank Eppinger, Dan Booker, Pat Turner and Bill Douglas were in attendance from the Historical Society.  Within two weeks the Town will change the locks on the structure and Historical Society will review conditions of structure.  The Society has $10,000 to stabilize the area.  Discussion of leasing the structure to the Historical Society in order that they can apply for grant funding and take donations as a charitable organization. No Town funding will be used for the renovations.  No action taken

4.    Tax Collector’s appointment – 2 year term-After general discussion and review of the Town’s Ordinance a motion was made by Selectman Mullane and seconded by Selectman Donahue to reappoint Amy Snell as the Tax Collector.  Carrying  3-0, the term of office will expire April 1, 2018, in order to comply with the cycle outlined in our Ordinance.

5.    Call of a Special Town Meeting

            Town Clerk appointment Ordinance

            CNR Funds Transfer-$415,000

            Greene Gables Abatement and Demolition

            A motion was made by Selectman to forward the above two items to a Special Town Meeting April 24, 2017, seconded by Selectman Donahue, carrying.  3-0

6.    Executive Session-Center for Emergency Services Contract-A motion was made by First Selectman Murphy and seconded by Selectman Donahue to enter Executive Session at 8:20 PM, carrying.  The Board came out of the session at 8:40 PM. 

7.    Phase II Construction Contract Award for Center for Emergency Services- First Selectman Murphy made a motion to award the Center for Emergency Phase II Construction Contract to Enterprise Builders in the amount of $4,200,000, seconded by Selectman Donahue, carrying.  3-0

At this time First Selectman Murphy made a motion to change the agenda to add Third Party Code Review for the School Project to the agenda, seconded by Selectman Donahue, carrying.  After general discussion First Selectman Murphy made a motion to award the contract to Friar for a total of $25,000 vs. the other bid of $34,000 from Versteeg, carrying.  3-0

8.    Correspondence

9.    Minutes-A motion was made by Selectman Donahue and seconded by Selectman Murphy to approve the minutes of March 28, 2017, carrying.  3-0

10.  Public Comments and Questions-Art Armstrong, Armstong Pentway wanted to voice his opinion of concern about the large tax increases looming over the Town.
