MINUTES
1. Call to Order/ Roll Call-7:00 PM with First Selectmen Murphy and Selectmen Mullane and Donahue present.
2. Pledge of Allegiance
3. Public Comments and Questions-None presented
4. Correspondence-News article on new statute Senate Bill 202 which enables municipalities to change Veterans’ Property Tax Exemptions from $10,000 to $15,000 by ordinance funded by
the towns not reimbursable through State.
5. Minutes-A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of June 28, 2016, carrying. 3-0
6. NSAA Run Status Report-No response from President Elias to date, will attempt contact again.
7. William Hixson, Patricia Avenue-Road Maintenance-Mr. Hixson and several other residents of Patricia Avenue were present and quoted from a letter from Hugo Columbo, 1967, developer,
stating town would plow and maintain Patricia Avenue. Residents do not want town to stop maintenance, would like town to take as town road. That is not so easy, roads are a liability not an asset. Would need an A-2 survey, drainage easements, and more
drainage installed, Mr. Hixson was asked about other roads around the Lake and Mr. Hixson stated only requesting continued maintenance for Patricia Avenue at this time. He noted the Tax District does no maintenance on any of their roads, and questioned
how much the town spends on Patricia Avenue each year. Also wondered if there was a property tax break for houses on private roads. General Discussion, no action, will research questions asked.
8. Center for Emergency Services – Project Update; Floor Plan & Site Plan Approval-Chief Steinhart and Robert Shabunia, committee members were in to present the new revised floor plan
for the Center for Emergency Services, Updated schedule and Estimated costs. The Board agreed with the presentation and First Selectman Murphy made a motion to accepted the plan A1.0, dated July 8, 2016, seconded by Selectman Donahue, carrying. 3-0
9. Appointment to the School Modernization Building Committee- A motion was made by First Selectman Murphy to appoint Robert Carlson to the School Modernization Building Committee,
as recommended by the current Committee members, seconded by Selectman Donahue carrying. 3-0
10. Employee Safety Handbook-Ratification-Tabled to give Board time for review.
11. FY2015-2016 Budget Status-Preliminary review of close-out pending several final items
12. Discussion on forming a Town Government Study Committee -Selectmen will provide input for the committee’s charge for next meeting. First Selectman Murphy will provide a list of
proposed members.
