MINUTES
Call to Order-7:00 PM with First Selectman Murphy and Selectmen Mullane and Donahue
Public Comments and Questions-Mr. Joe Gross, Hickory Lane, feels that the Town has violated his voting rights; of the May 25, 2015 Annual Town/Budget Meeting it was voted to contract for three (3) Resident Troopers. The Board of Finance
refused to fund the line item for three and did not take it to a special town meeting for a vote.
Minutes- A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the minutes of December 15, 2015, carrying. 3-0
A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the minutes of December 17, 2015, carrying. 3-0

Boards/Commissions/Official’s Comments
1. Tax Abatement Request-Affordable Housing Committee –Chairman Maryann Ricker requested that the Tax Collector inform the Affordable Housing Committee of any pending foreclosures and asked if tax reductions can be considered for Affordable
Housing units for the Town.
2. Tax Abatement Request-Brian Rathbun-General Discussion on Mr. Rathbun’s request. More research with the Assessor is required.
3. Center for Emergency Services Project –Updated Power Point , Public Hearing and Additional Funding Request-First Selectman Murphy made a motion to call and schedule a Public Hearing on the Center for Emergency Services request for
an additional $2,254,000 for a total project expense of $8,614,000 for Saturday, January 23, 2016, 9:00 AM, at a place to be determined, seconded by Selectman Mullane, carrying. 3-0. Will be advertised in both the New London Day and Westerly Sun along with
the Town’s website.
4. Feedback to the Ad Hoc School Building Committee on School Project Proposal. General Discussion and will be further discussed at the tri-board meeting on January 21, 2016.
New Business
Reports
1. Managers’ Report FY 2015-16-General Review, Selectmen will send comments if required
2. IT/GIS Manager position update-Position closes on Friday, January 15th
3. Bond Anticipation Note Award-$2M-Notes were sold to Simsbury Bank and will close on Thursday
4. Massage Parlor-Truck Stop application-Partial applications received pending more information but the application looks incomplete.
5. Budget FY 2016-17 -Input due from Boards and Commissions-January 25, 2016-Selectmen will begin interviews as soon as possible.
6. Tribal Acknowledgment-Perkins Coie will contact United States House Resource Committee to ask about comments for pending legislation as a follow up to the hearing and testimony attended to in Washington DC by First Selectman
Murphy and Selectman Mullane.
7. Foreclosure 90 Main Street-Saturday, January30, 2016-Scheduled for foreclosure for nonpayment of taxes.
8. Capital Project Updates
a. Boombridge Road Bridge-TranSystem added design needed estimated cost at $118,000 but scope of work not yet approved by ConnDOT. Increased roadway, permitting, drainage, foundation and substructure. Also needed is final geotechnical
report.
b. Village Waterline-Pending SCWA and Lenard Engineering paperwork on State permit
c. Water Study-Draft report is completed and available.
d. Sewer Study-Pending meeting and draft report
e. Hewitt Dam Settlement Closeout-Site visit is required to complete punchlist.
Executive Session- NO EXECUTIVE SESSION WAS CONVENED. A private party made an offer to buy 163 Wintechog Hill Road-A motion was made by Selectman Mullane and seconded by Selectman Donahue to reject the offer from Nathan Whipple to purchase
163 Wintechog Hill Road from the town, carrying. 3-0 If the Town were to consider a sale it would first have to go to Planning and Zoning for CGS 8-24, a Town Meeting and then out for open bidding.
