                                                   Board of Selectmen Meeting

                                              New Town Hall Conference Room

                                                               August 23, 2016

                                                                    7:00 PM

MINUTES-Amended

 

             1.    Call to Order/ Roll Call-7:02 PM with Selectmen Murphy, Donahue,

and Mullane present.

2.     Pledge of Allegiance

3.     Public Comments and Questions-Brian Rathbun, Grindstone Hill

        Road, commented on Bridle Trail on Chester Maine Road

4.     Correspondence-DEEP notice of non-compliance to Joel Keehn,

         owner of Bush Pond

5.     Town Government Structure Committee-

         The Committee was given a general charge and there was a general

         discussion, thanking all for volunteering.  Committee will be active for 6 months

         at which time a report will be presented to the Board of Selectmen.

6.     Tax Refunds-A motion was made by First Selectman Murphy and seconded by Selectman Donahue to approve the following tax refunds; carrying 3-0:

                               Patricia Kuhn   $43.90/$12.37

                               Ruth Moat         $53.36

                               Dean Rocha      $45.74

                               Daniel Spring   $33.25

 

7.     Minutes-

A motion was made by Selectman Donahue and seconded by Selectman Murphy to approve the minutes of August 9, 2016, carrying.  3-0

8.     Project Update

                STEAP Water Study closeout-$157,341.69, submitted for

              reimbursement.

 

                STEAP Waterline Project-State Contract with State for grant was received and

              submitted; moving forward to go out for bids, borings completed

              and results will be included in bid package

 

                New Town Hall Roof Replacement-Request for bids has been

              advertised and will be opened in early September.

 

                School Modernization Project –Environmental review started,

               looking at Construction Manager hiring, financing is at 2.75% secured

 

                Center for Emergency Services Project-Drawings and Specifications

               being completed, to bid in October.

 

Billings Lake Street Renumbering Project-GPS for each site is complete, new numbering sequence has been assigned, and a meeting is scheduled with the residents.

9.      FY2016-2017 Budget Discussion

                          Possible call of special town meeting referendum –A motion was

                         made by Selectman Donahue and seconded by First Selectman

                         Murphy to approve the following call of a special town meeting; carrying 3-0,

Warning is hereby given to the electors and those entitled to vote at town meetings of the Town of North Stonington that a Special Town Meeting shall be held at the following location on the date and time indicated for the purposes of transacting the business setforth below:

Location:  North Stonington Elementary School Multi-Purpose Room

Date:   September 6, 2016

Time:  7:00 PM

 

1.     Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt for fiscal year July 1, 2016 through June 30, 2017, in the amount of

$ 5,134,170 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?

2.     Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2016 through June 30, 2017, in the amount of $ 12,875,068 and make specific appropriations and to authorize expenditures in connection therewith as appear advisable?

3.  Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Capital budget for fiscal year July 1, 2016 through June 30, 2017 in the amount of $ 882,923 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?

4.           Pursuant to Section 7‑7 of the General Statutes of Connecticut, to adjourn said town meeting at its conclusion and to submit the resolutions as presented this notice to vote upon voting machines or paper ballots between the hours of 6:00 A.M. and 8:00 P.M. on 20th day, September, 2016.

10.  Agenda Change-A motion was made by First Selectman Murphy and seconded by Selectman Donahue to add an item to the agenda for an Inland Wetlands Commission appointment, carrying 3-0.   A motion was made by Selectman Donahue to appoint Asa Palmer, Clarks Falls Road, to the Inland Wetlands Commission, for a term to expire April 9, 2018, seconded by First Selectman Murphy, carrying.  3-0
