MINUTES

 

1.      Call to Order/ Roll Call-The meeting was called to order at 7:00 PM by First

Selectman Murphy with Selectmen Mullane and Donahue present.

2.      Pledge of Allegiance

3.    Public Comments and Questions-None

4.    Government Committee Report-Committee Members Nita Kincaid, Dan Spring,

       Bill Ricker, Paul Simonds, and Dan Smith discussed research progress to date

       with the Selectmen.  No action was taken at this time.

5.    Hewitt Farm Committee Appointments-A motion was made by Selectman Murphy and seconded by Selectman Mullane to reappoint Nita Kincaid, Brian Banker, Jack Brown, Richard Cooper, Eleanor Banker, and Ed Harasimowitz to the Committee for a one year term to expire December 13, 2017, carrying 3-0.  Mrs. Banker will serve as an alternate to the Committee.

6.    Affordable Housing Committee– Wintechog Hill property, Discussion

and Additional Appropriation Request-Several Committee members including Maryann Ricker came before the Board to discuss the next step for the Wintechog Hill Road property.  The Milone Mac Broom study was discussed and it was noted that a Vision Study would be next, at a cost of approximately $10,000.  The Committee members made it clear they felt that the Selectmen responsibility to take the next step if that is what the Town decides to do.  No action taken.

7.    Village Stop Signs-Letter from Brian Cooper, Main Street-After general discussion of the letter requesting the elimination of the stop sign in front of Mr. Cooper’s home, a motion was made by Selectman Murphy and seconded by Selectman Donahue  to hold a public hearing on January 21, 2017, 9:00 AM, at a site to be discussed to review the two (2) stop signs effectiveness and continued placement in the Village.  Carrying 3-0

8.    Correspondence

9.    Minutes-A motion was made by Selectman Donahue and seconded by First Selectman Murphy to approve the minutes of November 1, 2016, carrying.  3-0

        A motion was made by Selectman Donahue and seconded by First Selectman Murphy to approve the minutes of November 22, 2016, carrying.  3-0

10.  Tax Refund(s)-None presented

11.  Transfer Requests-Contracted Wage Adjustments, Website and Email

                 Upgrades.-After general discussion of transfers v. additional appropriations a motion was made by Selectman Mullane and seconded by Selectman Donahue to forward transfer requests to the Board of Finance as follows, carrying.  3-0

·      B15.02EDC Coordinator to B1.04 Bookkeeper- $2,075-Union contracted wage adjustment

·      B15.02EDC Coordinator to B6.00Tax Collector-$4,161-Union contracted wage adjustment

·      B15.02EDC Coordinator to B25.03 Prof. Svcs/SW Maint.-$6,000-Town website upgrade (one-time)

·      B15.02EDC Coordinator toB25.03 Prof. Svcs/SW Maint.-$5,590-email expansion project

Total $17,826

12.  Center for Emergency Services Update-First Selectman Murphy gave the following update:

·      CREC has begun working with the Committee as Project Manager

·      Committee has received 100% drawing and specification submission from the Architect

·      Committee and CREC are review the Submittal

·      CREC has met with the USDA (last week) and CT DECD (today) to ensure all administrative requirements

·      CT DECD has forwarded it’s required contract documents with the town and our attorney (Attorney Callahan) is reviewing

·      Silver Petrucelli is preparing a detailed architects estimate for construction

·      Town will also be acquiring an independent construction cost estimate

·      Project is on track to go to bid in mid-January

·      Estimated $4.58M available for construction including contingency

13.  Public Comments and Questions-Selectman Mullane brought up letter to boards and commissions from Board regarding budgets.

14.  Adjournment-A motion was made by Selectman Donahue and seconded by Selectman Murphy to adjourn the meeting at 9:08 PM, carrying.  3-0
