MINUTES

 

1.             Call to Order/ Roll Call-7:02 PM with First Selectman Murphy, and

Selectmen Mullane and Donahue present.

5.     Architect Contract Award for School Modernization Building Project

         A motion was made by Selectman Mullane and seconded by

         Selectman Donahue to approve the recommendation of the School

         Modernization Building Committee and appointed Quisenberry Arcari

         to provide the Architectural Services for the School Building Project,

         carrying.  3-0

6.     Tax Refunds-A motion was made by Selectman Mullane and

         seconded by Selectman Donahue to approve the tax refunds for

                Catherine Johnstone  $11.45

                Daniel Joslin                 $29.55

          Carrying 3-0

7.     Minutes-A motion was made by Selectman Mullane and seconded by

         Selectman Donahue to approve the minutes of July 26, 2016,

        carrying.  3-0

8.      FY2016-2017 Budget

                Discussion of Public Hearing-Options, report of Hearing was provided to the

                 Board of Finance.  First Selectman Murphy has requested to present at next

                Board of Finance meeting, discussion of advisory questions; First Selectman

                will clarify.

9.      Maintenance of Private Roads/Property-General Discussion, Road

          Ordinance will be reviewed.

10.   Employee Safety Handbook-Ratification-A motion to approve the

          Handbook, August 9, 2016,  was made by Selectman Donahue and seconded by

          Selectman Mullane, carrying.  3-0

11.   United Steelworkers Contract Approval-A motion was made by

         Selectman Donahue and seconded by Selectman Murphy to approve

         the United Steelworker Public Works Highway Contract for

        2016-2019 retroactive to July 1, 2016, carrying.  3-0

12.   Ratification of Non Discrimination Policy

                Ratification of Affirmative Action Policy

                A motion was made by Selectman Mullane and seconded by

              Selectman Donahue to ratify the town’s Non Discrimination and

              Affirmative Action policies dated August 8, 2016, carrying.  3-0

13.    Award of Sealcoating Contract for PSPBC

                             Selectman Murphy has approved low bid due to time constraints on work to

                             be completed no later than August 12, 2016 prior to the opening of school.

           14.    A motion was made by Selectman Murphy and seconded by

                     Selectman Donahue to add the Town Government Structure

                     Study Committee to the agenda, carrying.  3-0  A motion was made

                     by Selectman Murphy and seconded by Selectman Donahue to

                     appoint the following members to the new Study Committee

                     Nita Kincaid, Anne Nelson, William Ricker, Paul Simonds, Daniel

                     Smith, Daniel Spring, and Diana Urban, carrying.  2-0-1  Selectman

                     Mullane abstained.
