MINUTES
1.
Call to Order/ Roll Call-First Selectman Murphy called the meeting to
order at 7:00 PM with himself and Selectmen Mullane and Donahue present.
2. Pledge of Allegiance-

3. Public Comments and Questions-Nita Kincaid gave an
update report on
the NoSto Festival scheduled for September 24, 2016
4. SCRRRA Municipal Service Agreement Extension Presentation-Dave
Aldrich and Becky Chapman made a presentation to the Board on the
extension of the Town’s Service Agreement to allow use of the Preston
Incinerator for Municipal Solid Waste Disposal. The extension will run
Through June 30, 2027.
5. Correspondence-Letter from TV Cable Advisory Council
noting a vacancy
for North Stonington. Mr. Murphy will post on website and take
recommendations.
Update on the Eastern Pequot Appeal
6. Minutes-August 23, 2016-Tabled
7. Hewitt Farm
Community Garden Expansion-Nita Kincaid requested that the Board consider enlarging the parcel used for the Community Garden.
After discussion Selectman Mullane made a motion to extend the Gardens with a new 42 x 50 parcel, seconded by Selectman Donahue
carrying. 3-0
Naming of Brook on Hewitt Farm-Richard Cooper and Nita Kincaid
discussed with the Board the idea of naming a waterway that runs thru the Hewitt Farm from the top of Chester Maine Road. The water way runs approximately 2 miles. Several Eagle Scouts have voiced interest in constructing bridges over the water to allow
access for horse and walking trails. After a general discussion and several questions from the audience First Selectman Murphy made a motion to empower the Hewitt Farm Committee to check with DEEP on the status and have a list of names for the waterway, seconded
by Selectman Donahue, carrying. 3-0
8. Chester Maine Bridle Trail-The Board reviewed discussion
to date and First Selectman Murphy reported on research he and Attorney Eppinger had done in the Land Records vault. The parcels were conveyed to the Town in July, 2009 by Mr. Kettelhut with no restrictions. Attorney Eppinger believes that they are fine
for public use and the Conservation Commission has begun clearing the trails for access. Selectman Donahue would like to see maps of the parcels in question. And Selectman Mullane questioned the intent of the subdivision, however no notes were found on the
subdivision maps on in the transferred deeds. Attorney Eppinger will be asked to attend the next Board meeting and maps will be made available for review. No action was taken.
9. Waiver of Permit Fees for the Center for Emergency Services –The
Board agreed to allow the First Selectman to send a letter to the architect waiving fees for the Project.
10. Emergency Management Grant Resolution-
Authorizing Resolution
Connecticut DEMHS
Department of emergency services and public protection
RESOLVED,
that the Board of Selectmen
may enter into with and deliver to the State of Connecticut Division of Emergency Management and Homeland Security, Department of Emergency Services and Public Protection any and all documents which it deems to be necessary or appropriate; and
FURTHER RESOLVED, that Shawn P. Murphy, as First Selectman of
North Stonington, is authorized and directed to execute and deliver any and all documents on behalf of the
Town of North Stonington and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all
agreements and documents contemplated by such documents.
A motion was made by adopt the Resolution by Selectman Mullane, seconded by Selectman Donahue, carrying. 3-0
11. Wyassup Lake Drawdown Request-No action, Selectman Donahue
request copy of request letter from the Lake Association
12. Village Waterline Extension update-Project is stalled
at the State level, waiting for OPM exemption for the extension to the Grange, no timetable available.
13. Town Historian Acknowledgment-A motion was made by Selectman
Mullane and seconded by First Selectman Murphy to reaffirm the appointment of William Peterson done in March, 2015, as the Town Historian for life, carrying. 3-0
14. FY2016-2017 Budget –Referendum Scheduled for
September 20, 2016-Update on town wide mailer to remind residents
of voting on the 20th with sample ballot. General Discussion of Town Meeting and BOF presentation. First Selectman Murphy takes issue with one of the slides stating the BOS and BOE agreed to budget cuts made prior to Town Meeting.
15. Tax Refunds-A motion was made by First Selectman Murphy
and seconded by Selectman Donahue to approve the following tax refunds as submitted by the Tax Collector:
