                                    Board of Selectmen Meeting

                                           January 26, 2016

                                                              7:00 PM

 

AMENDED MINUTES

 

1.      Call to Order/ Roll Call-First Selectman Murphy called the meeting to order at 7:00 PM with Selectmen Mullane and Donahue also present.

2.      Pledge of Allegiance

3.      Public Comments and Questions-Ann Nalwalk commented on the 170 page draft plan from US Fish and Wildlife proposed National Wildlife of which part is in North Stonington

4.      Minutes-

A motion was made by Selectman Donahue and seconded by Selectman Murphy to approve the minutes of January 12, 2016, carrying 3-0

A motion was made by Selectman Mullane and seconded by Selectman

Donahue to approve the minutes of January 21, Modernization School Tri Board Meeting, carrying. 3-0

6.      Old Business

a.       Ordinance for the Abatement of Property Taxes for Housing for Low or Moderate- Income Persons—Discussion Only more research is needed

b.      Senior Citizens Tax “Freeze” Proposal-Brian Rathbun

Items a and b were discussed along with Connecticut Tax Reform, no decision were made.

c.       Social Media Policy-A motion was made by Selectman Donahue and seconded by Selectman Murphy to adopt a new Town Social Media Policy, carrying.  3-0

d.      Violation of Voting Rights-Joe Gross

e.       Center for Emergency Services Hearing-Rescheduled for January 30, 2016, 1 PM at the Middle School Cafeteria.

f.        School Facilities Modernization Hearings-Proposed Public Hearings for February 8th and 13th at 7 PM and 1PM respectfully.

7.      New Business

a.       Tax Refund(s)-A motion was made by Selectman Mullane and seconded by Selectman Murphy to approve the submitted tax refunds as follows:

John Goggins                 $25.82

John Deciantis              $14.66

Grace Platt                    $42.02

Carrying 3-0

b.      Resolution for Recreation Commission with “My Rec”-A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve a Resolution to allow First Selectman Murphy to sign agreements for the Recreation Commission website based program sign up program.  Carrying  3-0

c.       Connecticut Registrar of Historic Places-Greene Gables- North Stonington Historical Society President Frank Eppinger was present to request that the Board of Selectmen support the listing of Greene Gables on the State Register of Historic Place as a “Creative Cultural Place”.  President Eppinger indicated that such a listing would not constrain decisions made by the town in regard to the future of the building.  First Selectman Murphy requested that the Historical Society bring forth their recommendations for the use and funding of the building within the next six months.  At that time, First Selectman Shawn Murphy made a motion to support the request received from the North Stonington Historical Society President Frank Eppinger, who was present, to have the Greene Gables Cottage located on the Hewitt Farm Property placed on the Connecticut State Register of Historic Places, seconded by Selectman Mark Donahue.  The motion passed unanimously  3-0.

d.      Budget FY 2016-2017

e.       Executive Session – Strategy for Union Negotiations—Highway and Town Hall Employees-A motion was made by First Selectman Murphy and seconded by Selectman Donahue to enter executive session at 10:02 PM, carrying.  3-0  The Session adjourned at 10:35 PM.
