Letter from Garden Club
Letter from Fire Company requesting consideration to takeover service
area for emergency medical responses
Letter regarding Hollowell Road boundary Preston? North Stonington?
5. Tax Refunds-A motion was made by First Selectman Murphy
and seconded by Selectman Mullane to authorize tax refunds per the Tax Collector’s request, carrying. 3-0

6. Minutes-A motion was made by Selectman Donahue and
seconded by Selectman Mullane to approve the minutes of July 12, 2016, carrying 3-0
7. FY2016-2017 Budget -A motion was made by Selectman
Murphy and seconded by Selectman Mullane to hold a public hearing on the new budget, after reductions by the Board of Finance, after general discussion motion passed 2-1 with Selectman Donahue against.
Possible Reduction in Transfer Station Hours-Will be investigated further. A motion was made by Selectman Murphy and seconded by Selectman Mullane to set the mill rate for FY 2016-17 at
27 mills, carrying. 3-0
8. NSAA –Discussion with Brian Elias
Run Status Report-Run report was provided and the
Board discussed training requirements, missed calls and budget cuts with Mr. Elias
Narrowband Radio-Still investigating sites on Wintechog Hill Road
Capital Equipment-In FY 2016-2017 was reviewed
9. Maintenance of Private Roads/Property-Discussion on
budget funding, tax revenues, assessments, possible surcharge for private roads, rights of way, court decisions, school bus traffic and ramification of discontinuation. No decisions were made.
10. Employee Safety Handbook-Ratification-Tabled, for incorporation
of Mr. Donahue’s comments
11. FY 2015-2016 Close Out, Deobligation of Capital Projects and
Audit Preparation-Pre-Audit meeting is scheduled for
the 1st of
August, still pending several invoices.
12. Discussion of possible options for changing Town government
Structure-Selectman Donahue presented information
on
Scope, mission and guidelines. Searching for volunteers to sit
on Committee, will report next week.
13. Public Comments and Questions-Bob Shabunia was in from
EMS Committee to remind Board on need for Clerk of the Works for Project. Rebidding the project and advertisement was also discussed.
