MINUTES

 

1.       Call to Order/ Roll Call-First Selectman Murphy called the meeting to order at

7:00 PM with Selectmen Donahue and Mullane present

2.     Pledge of Allegiance

3.     Executive Session- Contract negotiations for Clerk of the

         Works for CES –The Board went into Executive Session with Michael Faenza

         and Lenell Kittlitz to review Clerk of the Works and Project Manager job duties

        the Center project.  No action taken.

4.     Public Comments and Questions

8 & 9. A motion was made by Selectman Murphy and seconded by Selectman

        Donahue discuss the Private Road Ordinances and the Special Town Meeting

        Agenda, at this point in the meeting, carrying.  3-0.

        Private Road Maintenance-Discussion and Possible Action- Selectmen Mullane

        and Donahue requested that Cedars Road be added to the List of approved

        roads for maintenance to plow and sand only.

        Special Town Meeting Agenda-First Selectman Murphy made a motion to send

        all four items on the call to a Special Town Meeting on November 14, 2016,

        and items 2, 3, & 4 to a Referendum on November 28, 2016, seconded by

        Selectman Mullane, carrying.  3-0

 

SPECIAL TOWN MEETING

A special town meeting of the electors and citizens qualified to vote in town meetings of the Town of North Stonington, Connecticut, will be held on the date indicated at the time and location noted below for the following purposes:

LOCATION:  North Stonington Elementary School Multi-Purpose Room

DATE:  November 14, 2016

TIME:  7:00 p.m.

1.     Shall the Town of North Stonington enter into the Solid Waste Management Service Agreement, 4th Amendment with the Southeastern Connecticut Regional Resources Recovery Authority?

2.    Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Budget including General Government, Capital, and Redemption of Debt for fiscal year July 1, 2016 through June 30, 2017, in the amount of $ 6,017,093 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?

3.    Shall the Town of North Stonington adopt an Ordinance concerning the maintenance of private easements and rights-of-way?

4.    Shall the Town of North Stonington adopt an Ordinance concerning private roads approved for Town Maintenance?

5.     Pursuant to Section 7‑7 of the General Statutes of Connecticut, to adjourn said special town meeting question 2, 3 & 4 at its conclusion and to submit the resolutions as presented this notice to vote upon voting machines or paper ballots between the hours of 6:00 A.M. and 8:00 P.M. on 28th day, November, 2016.

6.    Minutes –A motion was made by Selectman Mullane to approve the minutes of

       October 25, 2016, seconded by Selectman Donahue, carrying.  3-0

7.    Tax Refund(s)-A motion was made by Selectman Murphy to approve the tax

        refund for Lee F. Pascoe, in the amount of $52.41, seconded by Selectman

        Donahue, carrying.  3-0

8 & 9. above

10.  Gypsy Moth spraying update-Ledyard is doing research, spraying by drones

          More information to follow.

11.    Chester Maine Bridle Path update-Draft petition provided for review to be

          revised, all abutting landowners must be involved.
