MINUTES
Call to Order-Meeting was called to order at 7:00 PM with Selectmen Mullane, Donahue, and Testa present.
Public Comments and Questions-Van Brown asked if 96/96A Button Road Settlement/Judgment was file
Minutes-A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of July 21, 2015, carrying. 2-0-1 Mr. Testa abstained
A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of August 4, 2015, carrying.
A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of August 11, 2015, carrying.

Action Items
o 1. Tax Refund(s)-None
o 2. Tribal Acknowledgement/Annexation Issues –Perkins Coie; in addition to continuing to follow-up on review of the new acknowledgment regulations, are also reviewing and analyzing the draft House of Representative and Senate
bills.
o 3. Status of Center for Emergency Services Project
o Bid Results Phase II Construction- Accept or Reject? Bids were all rejected, and bidders have been informed. Drawings and Specification are being revised and Committee is working on rebid and has decided to rebid with no
deduct alternates, all will be in base bid. The new drawings will include previous addendum and enhancements but are not sure if value engineering can be included or will be an addendum or discussion at later time with low bidders. Waiting on S/P comments
and cost estimates for rebid and building enhancements.

o 4. Tri-Board Meetings-School Modernization Meeting – August 27, 2015
o Reactivation of Ad Hoc School Committee Appointments-After a general discussion it was decided to appoint the following eight members to the new Ad Hoc School Building Committee::

o 5. North Stonington/Preston Cooperative
o Ethics Committee –Preston is presently revising their Ordinance, but no town meeting has been scheduled to date, revisions proposed were provided. It was agreed that North Stonington should have a Public Hearing on the subject
before a Town Meeting. Selectman Mullane will work with Bruce Chudwick of Shipman & Goodwin to layout and schedule a process.
o 7. FY 2014-15 Close Out-Board of Finance is not meeting tomorrow night
o 8. Implementation of State Budget-FY 2015-2016
Resident Troopers’ Program/Grants/Additional Appropriation Request-Selectmen needs discussion with Board of Finance on this subject.
o 9. Hewitt Property
o Dam Repairs –Executive Session-None, no new information on mediation process
o Disposal of unused old wooden bridges-Bidding closes Friday
• 10. Post Office Lease-Map was sent, no response to date.

Reports
1. Permanent School Building Project Committee
• Permanent School Building Committee Projects List Estimates –No report, Committee project of sealing and striping of the Gymatorium Parking Lost is completed.
2. Boombridge Road Bridge-Progress is being made. Selectman Mullane attended a meeting at ConnDOT in Newington and sent a letter and meeting minutes to Rhode Island Senator Algiere with hopes he can encourage RIDOT to accelerate
their efforts. North Stonington will be rebated for design funding spent to date and going forward.
