                                           November 24, 2015--7:00 PM

MINUTES

 

Call to Order-7:00 PM with Selectmen Murphy, Mullane, and Donahue present.

Public Comments and Questions-None presented

Minutes-A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of November 17, 2015, carrying.  3-0

A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the minutes of November 19, 2015, Special Meeting, carrying 2-0-1 Selectman Donahue abstained

A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of November 23, 2015, Joint Meeting on School Modernization, carrying.  3-0

Correspondence

Banking Proposal-A brief banking proposal was reviewed with Robin Roohr, Town Treasurer, after a brief discussion a motion was made by Selectman Donahue and seconded by Selectman Mullane to transfer all town banking to the Chelsea Groton Savings bank, carrying.  3-0

Boards/Commissions/Official’s Comments-None presented

Action Items

•            1.  Status of Center for Emergency Services Project-Status Report-Chairman Mark Perkins and Owners’ Representative Peter Springsteel updated the Board on the status of the Center for EMS project, handing out a spreadsheet with estimated cost overruns of $2,251,337, highlighting a need for more money to complete the project, discussion of the USDA funding, and upgrades necessary.  The USDA has requested a letter from the Town that states we are aware of the cost overruns on the project.  No action was taken.

o            Phase II Construction-Proposed Schedule

•            2.   Tri-Board Meetings-School Modernization Meeting-November 23, 2015 –There was a general discussion of the proposed new project and Selectman Mullane raised several questions-regarding deed restrictions on the property, space utilization, and how to use some of the abandoned square footage in the old high school for regional education; i.e. college or technical training, etc.  Selectman Donahue discussed prioritizing expenses for the town.  Letter to BOF asking for their thoughts and input.  Next joint meeting is December 17, 2015.

 

 

•            3.   Appointments

Ad Hoc School Building Committee-A letter of recommendation was received for Dan Spring from Bob Carlson and Mike Urgo.  A motion was made by Selectman Mullane and seconded by Selectman Donahue to appoint Dan Spring to the Ad Hoc School Building Committee to replace Steve Sadowski, carrying.  3-0

•            4.  Extension request for Revaluation-A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the request by Assessor, Darryl DelGrosso, for an extension to the 2015 Grand List.  Carrying.  3-0

•              5.  2016 Board of Selectmen’s meeting calendar-A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the 2016 Board of Selectmen’s meeting calendar to forward to the Town Clerk, carrying.  3-0

6. Connecticut Division of Emergency Management and Homeland Security, Department of Emergency Services and Public Protection-Resolution-A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the following resolution:  RESOLVED, that the Board of Selectmen  may enter into with and deliver to the State of Connecticut Division of Emergency Management and Homeland Security, Department of Emergency Services and Public Protection any and all documents which it deems to be necessary or appropriate; and FURTHER RESOLVED, that Shawn P. Murphy, as First Selectman of North Stonington, is authorized and directed to execute and deliver any and all documents on behalf of the Town of North Stonington and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents.

1. Grant Applications/administration

            Water Study Ex 92 x I95-Draft Report-Extension Request-A request for an extension has been requested from the Connecticut Department of Public Health for 90 days.
