MINUTES

Call to Order-Called to order at 7:00 PM with Selectmen Mullane, Testa, and Donahue present

Public Comments and Questions-None presented

Minutes-A motion was made by Selectman Donahue and seconded by Selectman Testa to approve the minutes of September 8, 2015, carrying, 3-0

•            1.  Tax Refund(s)-A motion was made by Selectman Mullane and seconded by Selectman Testa to approve the following tax refunds:

David Midolo    $12.61

Erin Murphy      $20.80

Carrying, 3-0

•            2.  Tribal Acknowledgement/Annexation Issues –A letter was sent to US Senators Blumenthal and Murphy opposing Senate Bill 1879, to amend the requirements of Federal Law governing the acquisition of trust land for Indian Tribes by the Secretary of the Interior and the reasons for the towns opposition.

•            3.   Status of Center for Emergency Services Project-Mr. Testa requested a total sum of Mr. Suchocki’s cost for Phase I

o            Phase II Construction-Pending rebidding

•            4.   Tri-Board Meetings-School Modernization Meeting – September 24, 2015

•            5.   North Stonington/Preston Cooperative-No report

•            First Selectman Election Procedure. Dual Candidacy Prohibited-Failed due to risk of implementing so close to an election and having a costly lawsuit filed against the Town.

•            Building Permits-No issuance if unpaid property taxes-Tabled for more information

•            9.  Narrowband Radio Upgrades-Will ask Attorney Avena for progress report

•            10.  Senior Center HVAC System-Pending Bid Process

•            11.  Items for next Special Town Meeting

Resident Troopers DUI Grant-$82,300-Selectmen will present to BOF for Special Town Meeting approval

•            12.         Cable TV Advisory Board Appointment-Neil Kleupfel-A motion was made by Selectman Mullane and seconded by Selectman Testa to approve the appointment of  Neil Kleupfel to the Council, carrying.  3-0
