                                           November 17, 2015--7:00 PM

 

MINUTES

Call to Order-The meeting called to order at 7:00 PM with Selectman Murphy, Mullane, and Donahue present.

Public Comments and Questions-Comments on the Westerly Sun article on Boombridge Road bridge by Anne Nalwalk.

Minutes-A motion was made by Selectman Mullane and seconded by Selectman Donahue to approve the minutes of October 27, 2015, carrying.  2-0-1 First Selectman Murphy abstained

Correspondence-Letter by North Stonington, Ledyard and Preston to the Connecticut Delegation asking for support of HR Bill 3764 which would revert recognition to the original seven criteria and requires Congress to approve the recommendation of the BIA

Action Items

•            1.  Tax Refund(s)-None presented

•            2.  Tribal Acknowledgement/Annexation Issues –See correspondence above

•            3.   Status of Center for Emergency Services Project

o            Phase II Construction-Proposed Schedule-EMS Committee will come before the Board of Selectmen on November 24th to update the price and schedule including USDA approval process.

•            4.   Tri-Board Meetings-School Modernization Meeting-November 23, 2015 which will present a new proposal and estimated price.

•            5.   North Stonington/Preston Cooperative

o            Ethics Committee – No report

•            6.   Hewitt Property

o            Dam Repairs –Executive Session-Arbitration Report-It was decided to move the Executive Session to the end of the meeting.

•            7.  Click It or Ticket Grant for Resident Troopers additional appropriation request -$15,631.44-Will only accept the May wave of funding and will have new estimated cost for next week’s meeting

•            8.   Items for next Special Town Meeting

            Building Permit Issuance

            Resident Troopers additional appropriation-Selectman Mullane made a motion that if BOF does not approve the $124,700, a letter be sent to notify the State of our requirement to scale back to two (2) troopers.  No second was given

            Click It Ticket Grant Application

            Easement for Bison Brook Farms

            North Stonington Quarterly Additional Appropriation and line item-No town meeting required.

•            9.  Appointments

Inland Wetlands-Marvin Chase, Jr. –A motion was made by Selectman Mullane and seconded by First Selectman Murphy to appoint Marvin Chase, Jr. to the Inland Wetlands Commission, carrying.  3-0

Wood Pawcatuck Wild & Scenic Study Committee- Recommendations from Bill Peterson, Madeline Jeffery, and Mimi Borden have been received to appoint Richard Seager, Wyassup Road as a representative, therefore a motion was made by Selectman Mullane and seconded by First Selectman Murphy to appoint Mr. Seager, carrying.  3-0

Ad Hoc School Building Committee-Daniel Spring has been recommended as an addition to the Committee, next week’s action.

•            Permanent School Building Committee Projects List Estimates –Jim Lord of PSPBC-Working on generator estimate for Gymatorium and estimates for all other BOE recommended projects.

Public Comments and Questions-None presented

 

Dam Repairs –Executive Session-A motion was made by Selectman Donahue seconded by Selectman Mullane to enter Executive Session at 8:25 PM, 3-0, the session was done at 8:40 PM, no action taken.
