MINUTES

Call to Order-7:06PM with Selectmen Mullane and Donahue preset

Public Comments and Questions-Charles Steinhart commented about State v Local Police

Minutes-A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of July 7, 2015, carrying.  3-0

Correspondence-Julie Savin, Affordable Housing – 101A Anthony Road-Ms. Savin gave a presentation on cost estimate for refurbishment of house and other expenses and how the mutual housing association of South Central Connecticut, Inc. operates

Boards/Commissions/Official’s Comments-None presented

Action Items

•            1.  Tax Refund(s)-None

•            2.  Tribal Acknowledgement/Annexation Issues –No report

•            3.   Status of Center for Emergency Services Project-Phase II bids are due July 24, 2015

o            Clerk of the Works, Project Manager/Owner Representative, and Administrative Assistant

o            Borrowing and Note Payments-No report

o            Tentative Schedule for Phase II-Will be determined after bid opening

•            4.   Tri-Board Meetings-School Modernization Meeting –Next meeting is scheduled for August 27th

o            Reactivation of Ad Hoc School Committee-Selectman Mullane provided list of names received by Selectmen’s Office and Selectman Donahue will combine with volunteer list accumulated at the Fair

•            5.   North Stonington/Preston Cooperative-No report

•            6.   Budget FY 2015-16-Budget is being loaded

o            FY 2014-15 Close Out-Paying final invoices for year-end close out

•            7.   Implementation of State Budget-FY 2015-2016 

Resident Troopers’ Program/Grants-Discussion on staffing due to late changes from State of percentages of town payments after the passage of the annual town’s budget for the Resident State Troopers i.e. 2 or 3, budget v. new estimated costs.  In order to cover costs for present staffing it is estimated the budget is approximately $49,400 under funded, with service level similar to last year the budget is approximately $119,700 under funded.  We will review with Board of Finance for their comments.
