Call to Order-7:05 PM with Selectmen Mullane, Testa and Donahue present.

Public Comments and Questions-Comments by Beth Tillman Brown on FOI Hearing complaint filed by Van Brown.

Old Business

1.           Proposed School Building Project-Discussion of first meeting agenda and schedule

2.           Tribal Issues – Acknowledgement/Annexation Issues-New letter sent to BIA signed by 24 towns requesting public hearing in Connecticut

3.           Permanent School Building Project Committee

A.           Permanent School Building Committee Projects-Sealing driveway and parking lot at the Elementary School done.

B.           High School Generator in on schedule for next week

C.           List of Things to Do-No Action

4.           Status of Center for Emergency Services Project-Site Plan submitted to PZC, waiting on final design of metal building concept.  Field trip to a Connecticut Fire Department with similar metal structure is being planned and coordinated.

5.           Boombridge Road Bridge-Meeting of Connecticut, Rhode Island, and North Stonington is scheduled for August 26th at 9:30 here in North Stonington to complete final details of drainage design

6.           Parking Lot/Brook Stone Walls-Waiting on AT & T removal of temporary pole.

7.           Hewitt Property

A.           Dam Repairs- Contract Award –After general discussion the decision to award contract was deferred to next week. Selectman Mullane to do more research on construction details and grant funding availability.

8.           Grant Applications/administration

Water Study Ex 92 x I95 consultants are working on project

2014 STEAP Grant Extension of Village Water System-Grant Awarded by CT DPH Contract-waiting on Department of Public Health Contract

2015 STEAP Grant-This year’s application process is now open, Selectmen will consider candidates

Housing Grant-North Stonington awarded a $400,000 housing rehabilitation program grant

9.           Budget 2013-2014-Close Out/Transfers-Actual final revenue and expenditures were provided.  A motion was made by Selectman Donahue and seconded by Selectman Testa to forward the transfers

 

 

 

 

to the BOF, carrying.  3-0.

Budget 2014-2015-A motion to request an additional appropriation of $5500 to the PZC Expense line item to cover the court ordered clean up of the John Ames, Pendleton Hill Road property was made by Selectman Donahue, seconded by Selectman Mullane, carrying 2-1 Selectman Testa voting against.

Items for Future Town Meetings

•            Lake of Isles subdivision granting of easements to the Town

•            Exempt Tax Payments of Outstanding Taxes on Open Space received by Non-Profit organization

•            Ordinance allowing the Town to retain overpayments of taxes less than five ($5.00) dollars

•            Ordinance allowing alternate members for the Board of Finance

•            Ordinance allowing the Board of Selectmen to name, number, and renumber parcels and residences in North Stonington

•            Exemption for Personal Property—Horses

•            STEAP Grant Award—Water Line Extension $245,000-Added Appropriation

•            Hewitt Dam FEMA Grant and State Grant additional appropriations

1.           Hewitt Committee Appointments-A motion was made by Selectman Mullane and seconded by Selectman Donahue to reappoint the following members to the Hewitt Farm Committee for a one year term:

Cindy Faucher, Alternate

Motion carried 3-0

2.           Main Street Stop Signs-Schedule hearing in two weeks

3.           Maintenance of Private Roads-No action

4.           CIRMA Insurance Rates-Renewal-A motion was made by Selectman Mullane and seconded by Selectman Donahue to enter a rate renewal lock agreement with CIRMA for the next three years not to exceed a 3% Cap for Liability or a 5% cap for Workers Compensation rates, carrying.  3-0

5.           Scheduling and Agenda for Meeting with Preston on joint interests-Action required

6.           Tax Refund(s)-A motion was made by Selectman Mullane and seconded by Selectman Testa to refund taxes to Patricia Ward in the amount of $7.55 per the Tax Collector’s request, carrying.  3-0
