MINUTES

Call to Order -7:00 PM with Selectmen Mullane, Donahue and Testa present.
Public Comments and Questions-Brian Rathbun, Grindstone Hill Road commented on his FOI request of the Board of Finance, he was told he should contact the Town Clerk and BOF for responses.
Ann Nalwalk, NW Corner Road expressed concern over the death at the New London Transfer Station compactor and the North Stonington Transfer Station safety .  She also commended the troopers for arresting burglar involved with Route 2 break-ins.
Minutes-February 4, 2014, tabled for further detail.
Correspondence
Budget Review FY 2014-15-The Board held a discussion with Tax Collector, Sandra Steinhart on status of outstanding taxes.  Discussion of attorneys used for collection, personal property, and motor vehicles collection agency. The Board and Tax Collector discussed policies and procedures.  
John Hines, Recreation Commission Director presented his budget of expenses and revenues.
Old Business-
          1.  Tribal Issues-Acknowledgement/Annexation Issues-Selectman Mullane state that BIA may issue new acknowledgement regulations by the end of February or early March.  Concern is that the BIA may not change draft which would mean Eastern Pequots and Schaghticokes would be give federal acknowledgements status.
  2.   Subdivision Review and Planning and Zoning Issues and
                Zoning Regulations Revisions-Working on revising zoning regulations
  3.   Permanent School Building Project Committee
        A. Permanent School Planning and Building Committee Projects

  5.  New Center for Emergency Services-Contract document issues resolved on AIA Contract between the Town and engineering firm, no comments by Selectmen when USDA approves, OK to execute
  6.  NSVFC Engine 2 Fire Truck Refurbishment status-Work is on schedule and within budget
  7.  Boombridge Road Bridge- Design-Proceeding and ON schedule

        Fire Department Oil and Tank Removal-Mr. Testa asked for this item to be placed on the agenda.  The question was asked as to who owns the oil that was removed from the tank located at the Fire Co. that was used for heating, approximately 400 gallons.  Mr. Testa is of the opinion that the oil belongs to the Town not the contractor, and should be safeguarded .  There was a question as to the quality of the oil and if it could be reused. Mr. Mullane answered Mr. Testa’s questions regarding permits and procedures and to date has found no violations.  Mr. Donahue asked that the parties involved be invited to attend a Selectmen’s Meeting so that the Board can understand the situation before taking action, as required.

  • Tax Refund(s)-Selectman Donahue made a motion to approve a tax refund of $24.38 to Robert Maietta, seconded by Selectman Testa, carrying.  3-0
