Call to Order-8:12 AM  with Selectmen Murphy and Mullane present.

Call of Annual Town/Budget Meeting-June 3, 2013
Annual Town/Annual Budget Meeting

Warning is hereby given to the electors and those entitled to vote at town meetings of the Town of North Stonington that the Annual Town Meeting/Annual Budget Meeting shall be held at the following location on the date and time indicated for the purposes of transacting the business setforth below:
Location:  North Stonington Elementary School Multi-Purpose Room
Date:   June 3, 2013
Time:  7:00 PM
1.  To hear and act upon the following Resolution:  Resolved:  that the Board of Selectmen is hereby, authorized and empowered to obtain loans at current interest rates for loans to municipalities in anticipation of the receipt of tax collections and in anticipation of the receipt of federal and/or state grants with respect to a project or program on such terms and conditions as follows:  (a) the amount borrowed shall not exceed $1,000,000, at any one time; and (b) the Board of Finance shall receive, as early as possible, prior notification of any borrowing.  The Board of Selectmen is further authorized and empowered to execute any and all documents necessary and required.  A motion was made by Selectman Mullane and seconded by Selectman Murphy to forward Item 1 to the Annual Town/Budget Meeting, carrying  2-0
2.  Shall the Town of North Stonington approve the contract with the State of Connecticut Department of Public Safety for the services of three (3) Resident State Troopers for a period of two (2) years from July 1, 2013 through June 30, 2015.  A motion was made by Selectman Murphy to send items 2 to the Annual Town Meeting on June 3, 2013, carrying 2-0
3.  To hear and act upon an additional appropriation of $44,000 for the Public Works Highway Garage Wash Station.  The funding has been approved by the Boards of Finance and Selectmen and will be placed in Capital line item 1.03.  A motion was made by Selectman Murphy to send items 3 to the Annual Town Meeting on June 3, 2013, carrying 2-0
4.   Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 6,620,372 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A motion was made by Selectman Murphy to send items 4 to the Annual Town Meeting on June 3, 2013, carrying 2-0
5.   Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 12,696,002 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A motion was made by Selectman Murphy to send items 5 to the Annual Town Meeting on June 3, 2013, carrying 2-0

        










Referendum-June 10, 2013-
RESOLUTION
RESOLVED, that the Board of Selectmen submit to the voters at a referendum to be held Monday, June 10, 2013, between the hours of 12:00 noon and 8:00 p.m., in the manner provided by Section 7_7 of the General Statutes of Connecticut, Revision of 1958, as amended, the resolutions below, to be placed upon the voting machines under the following headings:
1.  “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 6,620,372 and make specific appropriations and authorize expenditures in, connection therewith as appear advisable?”

2.  “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education  budget for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 12,696,002 and make specific appropriations and authorize expenditures in, connection therewith as appear advisable?”

                YES                                             NO
A motion was made by Selectman Murphy and seconded by Selectman Mullane to send items #4 and #5 budget questions to a referendum on June 10, 2013 between the hours of 12:00 noon and 8:00 PM, carrying  2-0.
